* Comrade Hoang Giang - Standing Deputy Secretary of the Provincial Party Committee inspected the work of overcoming the consequences of storms and floods in the Van Ban area.
On the afternoon of October 1, the provincial working delegation including comrades Hoang Giang - Standing Deputy Secretary of Lao Cai Provincial Party Committee; Nguyen Thanh Sinh - Vice Chairman of the Provincial People's Committee together with leaders of the Military Command, Provincial Police, and representatives of a number of departments and branches directly inspected the work of overcoming the consequences of storms and floods in a number of communes in Van Ban area.
Accordingly, the working group inspected the heavily damaged area in Lang Chut village, Van Ban commune. There are currently 119 households here, of which about 60 households live along Chut stream.
The strong flood water with such a large flow caused 26 households to have their houses flooded, of which 4 households were completely flooded, their houses and properties were swept away.

Reporting to the working group, the leader of Van Ban commune said that many traffic routes in the commune were eroded, including 4 isolated villages; 97 houses were damaged; many irrigation works, water supply, schools and power grids were affected. Total damage was estimated at over 37.3 billion VND.
The commune is actively mobilizing over 300 people and machinery to help move people and property to safety; at the same time, overcoming landslides; mobilizing support for people in isolated areas with nearly 200 boxes of essential food, such as: rice, cooking oil, instant noodles...
During the inspection trip to Duong Quy commune, the provincial working delegation directly visited the fields of Tong Phay, Pan Bau, Ban Tham; landslides on National Highway 279 through the commune and Nam Cho stream area... Due to prolonged rain and floods, the whole commune recorded 24 damaged houses, 288 hectares of agricultural and forestry land were washed away, the domestic water supply system was damaged, causing people to lack clean water. In addition, many schools and irrigation works were destroyed, traffic was seriously eroded, causing congestion and making it impossible to circulate.

During the inspection at Vo Lao commune, the working group recorded damage of about 22.5 billion VND, including 49 houses with damaged roofs and flooded; 6 educational facilities showing signs of subsidence; 9 irrigation works, 2 suspension bridges and many power lines and infrastructure were severely damaged.
At the destinations, Comrade Hoang Giang - Standing Deputy Secretary of the Provincial Party Committee expressed his sympathy and encouragement for the property losses of the people. At the same time, he acknowledged and highly appreciated the proactive and urgent spirit of the Party Committee and local authorities in responding, promptly evacuating and supporting the people.
He directed the Party Committees and authorities of the three localities that are heavily affected by the traffic system to coordinate with relevant departments and agencies to propose to the province an urgent plan to clear the vital route of National Highway 279. This is a prerequisite for bringing machinery and vehicles to support Nam Xe commune to access the landslide area to search for missing people.

At the inspected places, comrade Hoang Giang and the working delegation requested local authorities to develop timely implementation plans to support people to soon stabilize their lives and clear traffic routes.
Comrade Hoang Giang emphasized: It is necessary to quickly deploy plans to clear blocked roads; areas with potential risks of insecurity must be strictly controlled to ensure absolute safety for the people. In the work of overcoming and supporting, it is necessary to mobilize police, military and socio-political organizations, arranged at locations to help people clean up and sanitize their houses. At the same time, it is necessary to step up propaganda work, raise vigilance and proactively respond to the complicated developments of floods.
* Comrade Nguyen Tuan Anh - Deputy Secretary of the Provincial Party Committee visited and encouraged two victims injured by floods at Lao Cai General Hospital No. 2.
Joining the working delegation were comrade Ngo Hanh Phuc - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Ly Thi Vinh - Member of the Provincial Party Standing Committee, Party Secretary, Chairman of the People's Council of Bao Thang commune.


On behalf of the provincial leaders, comrade Nguyen Tuan Anh kindly visited, presented gifts and sent deep encouragement to the victims and their spouses, hoping that they would maintain their spirits, feel secure in their treatment, and soon recover their health to stabilize their lives. He also directed the Provincial General Hospital to ensure human resources, medicine, and medical equipment to promptly receive, provide first aid, and provide the best treatment for patients injured in the floods.

Comrade Ly Thi Vinh, on behalf of the Bao Thang commune government, shared the difficulties with the victim's family and affirmed that the locality will continue to closely coordinate in supporting the victims and searching for missing victims.
The two patients being visited are Mr. Tan A Thu and Ms. Ly Thi Dan, Dao ethnic couple, from Nam Ma commune, Lai Chau province. While working in Bao Thang commune, at around 5am this morning, they suddenly encountered an accident when their fish pond broke after heavy rain, creating a flood that swept away 4 people.
In the raging waters, Mr. Thu and Ms. Dan were fortunately rescued by local people and authorities and taken to the emergency room. One victim died and the other is still missing.
Still not over the shock when recalling the life-and-death moment, Mr. Tan A Thu choked up and shared: Luckily we were saved in time, I am very grateful for the care of the leaders and doctors.

On the morning of October 1, Comrade Giang Thi Dung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee (VFF) and the working delegation came to inspect the situation of overcoming the consequences of storm No. 10, visit and encourage affected households in Cam Duong ward.

Through on-site inspections of areas at high risk of natural disasters, the Deputy Secretary of the Provincial Party Committee acknowledged and commended the proactive and timely response spirit according to the "four on-the-spot" motto of the authorities and functional forces of Cam Duong ward in the work of preventing, combating and overcoming consequences. He requested the locality to continue to review areas at risk of landslides and floods, proactively develop evacuation plans to ensure the safety of people's lives and property. At the same time, it is necessary to mobilize forces to support people in clearing fallen trees, clearing water flows, handling landslides, and quickly stabilizing life after the storm.
Due to the impact of storm No. 10, Cam Duong ward recorded 24 high-risk locations for flooding and flash floods; 3 houses were partially damaged; 112 households had to be urgently evacuated at night; agricultural damage of about 10 hectares of crops; landslides of about 1,500 m³ of soil and rock on some roads and residential areas; 3 schools were affected; two subsidence locations appeared at the 23/9 Project. The total estimated damage is over 3 billion VND.
Immediately after the disaster, Cam Duong ward authorities urgently mobilized local forces, including police, military, mass organizations, in coordination with the Provincial Police Mobile Battalion and Lao Cai Urban Environment Company to deploy measures to ensure safety, regulate traffic, support people to move, and overcome incidents. By noon on September 30, traffic was basically restored, and the situation gradually stabilized.

On October 1, comrade Nguyen The Phuoc - Member of the Standing Committee, Permanent Vice Chairman of the Provincial People's Committee inspected the work of overcoming the consequences of floods in Mo Vang commune. Accompanying him were leaders of a number of provincial departments and branches.
Due to the impact of storm No. 10 and floods, Mo Vang commune suffered heavy damage to people's property and state infrastructure. Specifically, floods caused 4 houses to be swept away, eroded, and buried; 12 bridges, culverts, and schools were affected, 46 landslides on traffic routes with about 16,950m3 of buried soil; the entire irrigation system along rivers and streams of the commune was also damaged. The total damaged agricultural and forestry area is estimated at about 35 hectares.

The Civil Defense Command of Mo Vang Commune has mobilized local forces to rescue, support and stabilize the lives of households, and overcome landslides. By 8:00 a.m. on October 1, 2025, 8 landslides had been overcome; 7 were continuing to be cleared and cleared of roads. There are still 31 locations with a volume of 13,100m3 at high risk of further landslides.

Particularly, locations with high risks of unsafety such as Khe Hop suspension bridge must be strictly controlled, ensuring absolute safety for people by arranging waterway transport or temporary roads. At the same time, the locality needs to coordinate with relevant departments and branches to propose timely repair and remediation plans.

In particular, due to rising floodwaters, Mo Vang Secondary School for Ethnic Minorities was flooded to a depth of about 4 meters, causing serious damage to facilities and property, and students are having to temporarily stop going to school.

Through the actual inspection, comrade Nguyen The Phuoc requested the Provincial Military Command to coordinate with local forces and authorities to urgently overcome the consequences, ensuring that teaching and learning activities can resume early next week, on the basis of absolute safety for students and teachers.
