Accordingly, to ensure security and order, traffic safety before, during and after the Ha Long Carnival program and during the peak time of organizing festivals and events on the occasion of April 30 - May 1, the People's Committee of Ha Long City prohibits vehicles from circulating (except for priority vehicles: ambulances, fire trucks...; delegate vehicles and vehicles serving the 2024 Carnival program are allowed to circulate) on Vo Nguyen Giap Street, from the roundabout intersection with My Chau Street to the roundabout intersection with Thuong Cang Street, Bai Chay Ward, Ha Long City.

At the same time, restrict trucks and passenger cars (except delegate cars) from circulating on Ha Long route from the roundabout intersection with Hoang Quoc Viet street to in front of Muong Thanh Quang Ninh hotel.

Road closures are from 5:00 p.m. until the end of the preliminary and final dress rehearsals for the Carnival (April 25-26) and from 3:00 p.m. until the end of the Carnival (April 28).

In addition, Ha Long City also requested project owners, contractors, and construction owners to temporarily suspend construction activities and transportation of soil, rock, and loose materials in Ha Long City during the peak time of organizing festivals and events on the occasion of April 30 - May 1; from 0:00 on April 25 to the end of May 1.
