Military-civilian relationship in storms and floods

Faced with the situation of storm No. 11 causing heavy rain and widespread flooding in the provinces of Lang Son , Thai Nguyen, Bac Ninh, etc., Military Region 1 and Army Corps 12 mobilized thousands of officers and soldiers along with many means, proactively and synchronously deployed response measures, promptly helping people overcome the consequences and stabilize their lives.

In Thai Nguyen , the circulation of storm No. 11 caused heavy rain for many days, causing the Cau and Cong rivers to rise, causing widespread flooding. Regiment 209 (Division 312, Corps 12) sent 200 officers and soldiers with motorboats, life jackets, and rescue ropes to the scene.

While urgently moving deep into residential areas to bring people to safety, the army also made efforts to build dikes and handle landslides at vulnerable points at risk of breaking. In many residential areas, the water was up to two meters deep, and the alleys were narrow, so the army had to use small boats to approach each household, then take people to safety by military canoe.

Ms. Nguyen Thu Ha, a resident of Trung Thanh ward (Thai Nguyen province) emotionally said: “Before storm No. 11, the soldiers helped people harvest rice and crops. Now, they are not afraid of danger and are present to save people from floodwaters. People are very touched and grateful to the soldiers.”

In Bac Ninh province, floods have inundated more than 4,500 hectares of rice, crops, 43 roads, 54 culverts, etc. In that situation, the Military Command of Bac Ninh province mobilized more than 2,800 officers, soldiers, militia and self-defense forces, and army units stationed in the area to urgently participate in evacuating people and transporting necessities, food, and provisions to deeply flooded areas.

Up to now, the Army units have coordinated to evacuate over 6,000 households. Not only saving people, the army also helped people move over 10,000 poultry, thousands of livestock, transport rice, and supplies to dry places. On the dykes of Ta Cau, Hop Thinh, Phuc Hoa, My Thai... the army forces have divided into groups to set up posts, reinforce the dyke roof, brace, cover with tarpaulin, and drive anti-erosion stakes.

In particular, officers and soldiers of the Bac Ninh Provincial Military Command stayed up all night with other forces to urgently reinforce the Dau Han dike (Kinh Bac ward, Bac Ninh province) to protect the lives and property of over 2,000 people living in the area.

Many areas are still deeply flooded, especially low-lying areas. Therefore, the unit's determination is to focus all its forces to ensure the safety of the people, especially in areas still isolated by floodwaters.

According to Colonel Tran Viet Nang - Political Commissar of the Bac Ninh Provincial Military Command, many areas are still deeply flooded, especially low-lying areas. Therefore, the unit's determination is to focus on all forces to ensure the safety of the people, especially in areas still isolated by floodwaters.

People's support

Along with the military forces, police units in the provinces affected by floods have also been present at all hotspots, regardless of day or night, rain or wind, to support people to overcome difficulties.

Typically, in Lang Son province, facing the situation of some communes being flooded and many households being isolated in areas with deep floodwaters, Lang Son Provincial Police established many working groups led by the Provincial Police leaders to inspect and direct rescue work in flooded communes.

Hundreds of police officers and soldiers, along with many vehicles, boats, and rescue equipment, were present in areas deeply flooded by heavy rain and floods. In That Khe commune alone, the police force rescued 38 people (including 4 elderly people, 34 women and children) along with many objects and properties from dangerous deep flooded areas to safety.

Police rescued two residents of Trai Cau commune, Thai Nguyen province who were trapped in a flooded house and took them to a safe area.

In particular, in Thai Nguyen province, along with ensuring 100% of the military personnel on duty, Thai Nguyen Provincial Police mobilized more than 5,000 officers and soldiers from professional forces and more than 2,000 vehicles and equipment such as motorboats, canoes, boats, life jackets, buoys, etc. with the highest determination to ensure people's safety and minimize damage caused by storms and floods.

Mr. Tran Van Duc in Tan Thinh ward (Thai Nguyen province) shared: "Since I was a child, this is the first time I have seen my hometown flooded so seriously. Fortunately, the forces, especially the police officers and soldiers, responded promptly and provided support, helping to reduce a lot of damage. The luckiest thing is that everyone in the neighborhood is safe."

Enriching the spirit of solidarity

It can be seen that never before have floods in the North been as complex and widespread as in 2025. In just a short time, floods have affected tens of thousands of households in Lang Son, Bac Ninh, Thai Nguyen... Many people lost their homes and properties; thousands of hectares of crops were destroyed. Initial damage is estimated at thousands of billions of VND.

During the floods, the spirit of solidarity between the military, police and people was clearly demonstrated. It is known that up to now, the Ministry of National Defense has mobilized more than 30,000 officers, soldiers and thousands of vehicles from its affiliated units: Military Region 1, Military Region 2, Army Corps 12, Air Defense - Air Force, Engineering Corps, Department of Rescue - Relief ... to participate in activities to support and help people in the northern provinces affected by floods.

In localities, thousands of police officers and soldiers were directly present in areas deeply flooded by floods to support people. Police forces also participated in many activities to help people stabilize their lives after the floodwaters receded.

During floods, whether in urban or rural areas, plains or mountains, the military and police forces have always accompanied and stood side by side with the people. For them, supporting people in flooded areas is not only a combat mission in peacetime but also a command from the heart with the spirit of "all for the safety of the people".

The urgent and timely actions of the military and police forces have further enhanced the image of "Uncle Ho's soldiers" and the image of the People's Police soldiers in the new situation.
