After storm No. 3 made landfall, rivers flowing through Nam Dinh such as the Day River, Dao River, Red River, and Ninh Co River all rose, flooding some residential areas and breaking some dykes and embankments in the area.
The dike at the end of Hong Ha 1 village, My Tan commune, Nam Dinh city broke a 2 meter long section, causing river water to overflow and flood fields, gardens, and residential areas.
According to PV's records at many locations in districts of Ý Yên, Nam Trực, Truc Ninh, and Nam Định city, floodwaters continuously rose, so the locality had to issue a level 3 flood warning.
In Ý Yên district, the flood from upstream poured into the downstream, causing the two communes of Yên Khang and Yên Bằng to face rising water levels that submerged many houses, some reaching almost the second floor. The area outside the dike on the left side of the Day River running through the two communes has about 300 households isolated, dozens of fish ponds flooded. The district has evacuated all households from the danger zone.
Also in Ý Yên district, the production dike of Ninh Mật village, Ngô Xá, Hồng Quang commune overflowed about 500m. The People's Committee of Hồng Quang commune has notified and evacuated people (326 households with 1,450 people), and assets outside the dike and inside the production dike to the locations of the Commune Health Station, Ninh Mật village Cultural House and the houses of relatives of the households to ensure safety.
In Truc Ninh district, at around 9:00 a.m. on September 12, the water level on the Ninh Co River in Phuong Dinh commune rose, threatening to overflow, directly threatening the safety of 459 households with 1,455 people. Truc Ninh district issued a level 3 flood alert on the entire right dike of the Red River and the left and right dikes of the Ninh Co River in Truc Ninh district. At the same time, it mobilized emergency forces to protect the dike and evacuate people from the flood area.
Mr. Pham Trong Duy, Chairman of the People's Committee of Truc Ninh district, said that Truc Ninh has reinforced the flood-prone areas with sandbags and moved 400 households with 1,200 people to safety, the remaining households live in solid houses. About 1,000 people (police, militia, people...) with hundreds of vehicles such as three-wheelers and motorbikes to transport bags of soil and sandbags to build and protect the flood-prone areas of Lo Xuyen 2 village, Phuong Dinh commune, Truc Ninh district.
In Nam Dinh City, floodwaters on the Red River also rose, threatening to directly affect the Hong Long dike (My Tan commune, Nam Dinh City) and the safety of people living in the dike area.
Since the afternoon of September 11, a 2-meter-long section of the dike at the end of Hong Ha 1 village has broken, causing river water to overflow into fields, gardens, and residential areas, directly flooding Hong Ha 1 and 2 villages; a section of the city's wastewater canal has collapsed, directly affecting Hong Phong 2 and Hong Phu villages.
By 1:00 p.m. on September 12, the dike across Hong Phong 1 village was overflowed. Currently, the above areas are deeply flooded; houses, especially the entire crop area of the people are deeply flooded, directly affecting 1,796 households/5,965 people living outside the dike of My Tan commune.
Speaking with Giao Thong Newspaper reporter, Mr. Nguyen Huu Le, Chairman of My Tan Commune People's Committee, said that the local authorities and armed forces had evacuated 573 households/1,774 people to relatives' houses and the commune health station, while students were allowed to stay at school.
Nam Dinh City has mobilized many local forces to increase boats, canoes... to evacuate people and move property in dangerous areas to safety.
With the support of the military, police and local people, over 15,000 sandbags were packed, transported, reinforced key points, prevented landslides, prevented overflows and evacuated people from affected areas; and transported essential supplies to affected areas.
