
By 5:00 p.m. on September 24, all 66 fishing boats of the special zone and 48 vehicles from other localities operating in the waters surrounding the Bach Long Vi special zone had safely taken shelter from the storm at the special zone's port.
After checking, there are still 4 fishing boats and 15 transport ships operating 13-24 nautical miles from Bach Long Vi Island. Bach Long Vi Border Guard Station in coordination with Radar Station 490 continues to contact, notify, and call on boat and vehicle owners operating on Bach Long Vi sea to urgently move their vehicles to a safe place to avoid the storm.

Bach Long Vi special zone police proactively do a good job of ensuring security and order, ensuring the safety of people's property, especially vehicles on the shore of the port promenade according to the plan.
The Office of the People's Committee of Bach Long Vi Special Zone coordinated with the Vietnam Fatherland Front Committee of the Special Zone and agencies and units to prepare accommodation at the multi-purpose gymnasium, ready to receive and guide people and fishermen to safely avoid the storm.

The port management board presides over and coordinates with the Border Guard Station, the Special Zone Police, the Special Zone Military Command and residential area No. 2 to prepare for the evacuation of households in the waterfront area of the port promenade when requested.
In Cat Hai special economic zone, all activities on the Cat Hai - Phu Long cable car route and tourism and entertainment activities in sea and island areas have been temporarily suspended since 2:00 p.m. on September 24.
Cat Ba Border Guard Station and Cat Hai Border Guard Station preside over and coordinate with the Management Board of bays in Cat Ba archipelago to regularly notify and call on ships operating at sea.
Previously, most of the boats and workers on aquaculture cages had returned to safe storm shelters on the morning of September 24.

The People's Committee of Cat Hai Special Zone requested accommodation establishments to coordinate with functional forces to ensure absolute safety for tourists on Cat Ba Island during the storm. Develop a plan to evacuate 261 households in vulnerable areas, arrange temporary accommodation at schools, medical stations, and cultural houses; prepare enough necessities for people during the temporary shelter period.
