In response to concerns about whether the requirement for a practice certificate for teachers is a kind of sub-license? Mr. Vu Minh Duc - Director of the Department of Teachers and Management Staff (Ministry of Education and Training) said that the draft Law on Teachers has calculated a favorable transition plan for 1.6 million teachers recruited into the industry before the law took effect. Accordingly, these teachers will naturally be granted a practice certificate without having to be assessed. On the other hand, retired teachers, if they wish, will also be granted a practice certificate to recognize their dedication to the education career or to continue their professional activities.

The representative of the Drafting Committee of the Teachers Law Project shared that, through studying international experience and a number of sectors/fields, the Drafting Committee proposed and expected that the basic practice certificate would have a positive impact on teachers and educational institutions. The practice certificate is valid nationwide, so no matter where teachers teach, they do not need to re-implement the internship regime. At the same time, having a practice certificate will reduce procedures for teachers when transferring and signing indefinite-term work contracts, fixed-term contracts, guest lectures or inter-school teaching.

The drafting committee plans to remove the regulation on training certificates according to the current standards for professional titles of teachers. The practice certificate ensures many requirements of international integration, facilitating the exchange of teachers between countries, especially controlling the quality of foreigners participating in educational activities in Vietnam.

Concerned about this issue, many experts share the same opinion: There must be content on professional ethics to issue the Law on Teachers. Prof. Dr. Nguyen Thi My Loc - former Principal of the University of Education ( Hanoi National University) said that it is not by chance that teachers are honored by society. Therefore, teachers who want to practice their profession must have professional ethics. Professional ethics of teachers is both honor, responsibility and creates the position of teachers.

Associate Professor Dr. Le Thai Hung - Vice Principal of the University of Education (Hanoi National University) said that the introduction of mandatory regulations on granting teaching practice certificates will be a fundamental change that contributes to ensuring the quality of the teaching staff, in terms of professional knowledge, professional skills and professional ethics.

Agreeing with the opinion that it is necessary to have a teaching certificate, Dr. Pham Do Nhat Tien said that in the world , when a field becomes a profession, it is a very important step for a concept. For a job to become a profession, the team must have a set of professional ethics, a practice certificate and a professional organization. When announcing teaching as a profession, it will of course push the position of teaching up and force teachers to have a practice certificate.

"This affirms that teaching is no longer an amateur activity but a professional activity and teachers become professional teachers," Mr. Tien stated his opinion.

According to experts, professional certificates associated with professional ethics not only help improve the quality of education but also protect the rights of learners by ensuring they are educated by highly qualified and ethical professionals. Compliance with these requirements also helps to increase society’s trust in the education system and support the professional development of teachers.
