Can Tho turns strategic orientation into practical mechanisms and policies

Can Tho City strives to become a national growth pole, playing the role of a driving force for development, spreading and leading the whole region. According to Mr. Do Thanh Binh, Member of the Party Central Committee, Secretary of the Can Tho City Party Committee, this is not only a goal but also demonstrates the high political determination and great aspiration of the Party Committee, government and people of the city in the journey of building Can Tho City.

In the draft political report submitted to the 1st Congress of Can Tho City Party Committee, term 2025-2030, Can Tho City sets an economic growth target of 10-10.5%/year or more in the 2025-2030 period, GRDP per capita by 2030 strives to reach about 215 million VND/person/year, total budget revenue strives to reach an estimated 57,000 billion VND by 2030....

Secretary of the Can Tho City Party Committee Do Thanh Binh emphasized that to realize this goal, the Can Tho City Party Committee has identified new growth drivers with breakthroughs in the coming time. Specifically, promoting the attraction, training and development of high-quality human resources, enhancing the application of science , technology, innovation and digital transformation in all fields, striving for the digital economy to account for 30% of GRDP by 2030, with the contribution of total factor productivity (TFP) reaching over 55% to growth.

Can Tho focuses on developing the socio-economic infrastructure system, especially transport infrastructure; information technology infrastructure, digital infrastructure; infrastructure of industrial parks and clusters and concentrated information technology; attracting investment, building modern logistics centers, linked with seaports and airports, forming new economic corridors, creating open development space for the city and the whole region.

In addition, it is necessary to innovate thinking, unify awareness and action of Party committees, authorities, the entire political system; business community and people of the city on the position and role of the private economy; focus on consolidating and developing new private enterprises; build and perfect the system of mechanisms and policies, promote administrative reform, and improve the investment and business environment.

It can be said that with high political determination, consensus of the entire political system and people, and effective promotion of the above-mentioned breakthrough growth drivers, Can Tho city is confident that it will make a strong breakthrough; by 2045, it will be an ecological, civilized, modern city, belonging to the group of fairly developed cities in Asia, a smart and livable city in Vietnam.

According to Secretary of the Can Tho City Party Committee Do Thanh Binh, in order to turn aspirations, goals, and growth drivers into concrete results, in the coming time, the City Party Committee and the Can Tho City government determined to take the lead in action, dare to think, dare to do, dare to make breakthroughs for the common good, in order to turn strategic orientations into practical mechanisms and policies. The first focus is to perfect the overall development planning system, synchronous between socio-economic, urban, rural, industry and field after expanding the administrative space, thereby creating a new legal foundation and development space, maximizing the city's potential and advantages.

The city proactively proposed that the Central Government summarize Resolution No. 59-NQ/TW dated August 5, 2020 of the Politburo on building and developing Can Tho city to 2030, with a vision to 2045, and evaluate the implementation of Resolution No. 45/2022/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for city development. On that basis, relevant parties proposed to amend and supplement new, breakthrough, specific mechanisms and policies suitable to the situation, in order to create a strong institutional framework for mobilizing and allocating resources.

The city will focus on administrative reform, digital transformation in management and operation, striving for the rate of online public service usage by people and businesses to reach over 80%, and the rate of public investment disbursement to reach over 95%. The city will resolutely remove "bottlenecks" in site clearance and resettlement, creating a transparent, safe and open investment environment for businesses and investors.

Can Tho will be a pioneer in mobilizing and leveraging social resources, attracting FDI and ODA capital for key infrastructure projects, striving for the total average social investment capital in 5 years to reach about 40% of GRDP. The city also implements mechanisms to attract and utilize talents, build a startup ecosystem, innovate, strongly develop digital economic models, green economy, circular economy, creating new momentum for rapid and sustainable development.

Can Tho believes it will unleash resources, create the most favorable environment for development, affirm the central and driving role of the region, make worthy contributions to the common development of the country, and together with the whole country firmly enter a new era - the era of national growth./.
