Ninh Binh – Hai Phong Expressway: Striving to start construction of the section through Thai Binh province in November

The investment project to build the CT.08 expressway, through Nam Dinh and Thai Binh provinces, was approved by the Prime Minister for investment under the public-private partnership (PPP) method.

The route is built according to expressway standards (TCVN 5729:2012), with 4 complete lanes, design speed of 120km/h. The expected project implementation period is from 2023 to 2027.

The investment project to build the CT.08 expressway, through Nam Dinh and Thai Binh provinces, will be implemented under the PPP method.

Up to now, the project feasibility study report is being implemented; the topographic, geological and hydrological surveys have been completed; the basic design, total investment and financial plan have been completed.

Along with that, contents such as the preparation of environmental impact assessment reports and policy framework for compensation, support for site clearance and resettlement for the project are also being focused on by departments, branches and localities to speed up implementation progress.

The route is approximately 60.9km long. The starting point of the project is at Km 19+300 at the head of the Day River overpass in Nam Dinh, in Nghia Thai commune, Nghia Hung district, Nam Dinh province. The end point is at approximately Km 80+200 at the intersection between the new National Highway 37 and the coastal road, in Thuy Trinh commune, Thai Thuy district, Thai Binh province.

Up to now, the project route passing through Thai Binh province is implementing site clearance work. In Thai Thuy district, the work of extracting and measuring has basically been completed, the district plans to arrange 4 resettlement areas.

Kien Xuong District is carrying out the work of extracting land records, reviewing and signing statistical tables for each household, planning 11 residential areas expected to be resettled with a total area of ​​over 25 hectares. The investor proposing the project is directing the consulting unit to conduct survey drilling at 12 river sand mines, 4 sea sand mines and synthesizing the survey results to report to the Provincial People's Committee.

At the meeting on this project, Mr. Nguyen Khac Than, Chairman of Thai Binh Provincial People's Committee, requested that departments, branches, localities and the Project Management Board strengthen coordination with the project proposal investor to promptly explain the opinions of ministries and branches in the project feasibility study report; and agree on the plan for arranging intersections along the entire route.

The Chairman of the Provincial People's Committee requested that, based on the planning of existing river and sea sand mines, the Department of Natural Resources and Environment coordinate and support investors to propose projects and consultants to urgently conduct surveys and exploration of a number of river and sea sand mines and material sources for project construction; promptly complete the environmental impact report and compensation and support policy framework for site clearance.

The Project Management Board presides over and coordinates with departments, branches and investors to build critical paths and project implementation milestones close to reality to report to the Ministry of Transport . At the same time, proactively calculate, build bidding documents, study options for hiring experts to support project implementation. Strive to start the project in November.
