Slow power grid relocation affects the progress of transport infrastructure projects

To ensure the progress of key transport infrastructure projects, on July 17, the Ho Chi Minh City People's Committee sent a document requesting the Ministry of Industry and Trade, the Ministry of Construction, and the Ministry of Agriculture and Environment to guide the implementation of compensation and relocation of power grid works at infrastructure projects.

The funding for grid relocation is taken from the total investment of the project or the owner of the affected grid system must pay for it themselves. In case the funding for grid relocation is taken from the total investment of the project, the project investor shall compensate the grid owner according to the current state of the grid or relocate and rearrange the grid and then hand it over to the grid owner for management and operation.

In addition, the Ho Chi Minh City People's Committee requested the Ministry of Construction to provide guidance on relocation costs and reimbursement for technical infrastructure that has been invested in and built to serve site clearance as stipulated in Clause 1, Article 10 of Decree No. 35/2023/ND-CP of the Government. On the other hand, it is necessary to determine whether this cost includes the cost of relocating technical infrastructure works or not.

According to the People's Committee of Ho Chi Minh City, in reality, the implementation of the compensation plan in the form of compensation according to the current status of the grid has not received consensus from the electricity industry due to the lengthy procedures affecting the overall progress of the project. At the same time, the difference in implementation costs between the compensation plan according to the current status of the grid and the plan to relocate the grid for key projects is relatively large, causing pressure on investment capital for the electricity industry.

Typically, the Ho Chi Minh City - Moc Bai Expressway Construction Investment Project, according to the project investor's report, the relocation and re-establishment plan (building anchor pillars and raising clearance) for the high-voltage grid is about 330 billion VND; the total compensation plan cost is about 212 billion VND. The difference between the two plans is 118 billion VND.

For the medium and low voltage grid, the cost of the relocation and re-establishment plan is about 120 billion VND; the cost of the lump sum compensation plan is about 17 billion VND. The difference between the two plans is about 103 billion VND.
