The Government plans to submit to the National Assembly two amendments to the organizational laws at the extraordinary session.

The above information was mentioned by Minister and Head of the Government Office Tran Van Son at the 40th meeting of the National Assembly Standing Committee to give opinions on the summary of the 8th Session, initial preparations for the 9th Session of the 15th National Assembly, on the morning of December 11.

Mr. Tran Van Son said that immediately after the closing of the 8th Session, the Government requested ministries and branches to urgently advise and propose the Government to issue guiding documents under the law.

To prepare for the upcoming National Assembly sessions, the Minister and Head of the Government Office informed that on December 10, the Prime Minister signed a document assigning Government members to prepare 50 documents, reports, and submissions to send to the National Assembly in a timely manner.

" It is expected that in February 2025 there will be an extraordinary session of the National Assembly. The Government plans to amend the Law on Government Organization and the Law on Local Government Organization. The Government is researching and preparing to submit them to the National Assembly in time ," said Mr. Tran Van Son.

Presenting his opinion on the discussion, Vice Chairman of the National Assembly Nguyen Khac Dinh emphasized that the 8th Session is a very special session, without the Secretary General of the National Assembly, while the work is very heavy, many important and urgent contents arise due to the direction of competent authorities, and near the last day, additional content is still presented.

"The agencies coordinate very well. Most of the National Assembly Committees work overtime, returning at 10 p.m. in the morning to submit documents, have an afternoon meeting to review them, and present them to the National Assembly the next morning," said Mr. Nguyen Khac Dinh.

Presenting a report on preparations for the 9th Session, National Assembly Secretary General Le Quang Tung said that the National Assembly plans to consider 31 contents related to legislative work, 7 groups of contents on socio-economics, state budget, supervision and other important issues; 7 groups of contents that agencies will send reports to for National Assembly deputies to study on their own.

Due to the large number of legislative, supervisory and important issues to be decided at the 9th Session, many of which are difficult and complicated, the Secretary General of the National Assembly proposed to continue organizing the 9th Session in 2 sessions (with a 9-day gap between the 2 sessions) to have time for the National Assembly agencies and relevant agencies to receive and explain the opinions of National Assembly deputies, revise and complete the draft laws and resolutions with the best quality before submitting them to the National Assembly for approval.

Mr. Le Quang Tung informed that the National Assembly is expected to work for 26 days.

" In which, the first phase mainly arranges for discussion of contents submitted to the National Assembly for voting and approval at the Session and discussion in groups of some draft laws submitted to the National Assembly for comments; questioning and answering questions. The second phase mainly arranges for the National Assembly to vote and approve laws and resolutions and discuss in groups on some draft laws and discuss in the hall on draft laws submitted to the National Assembly for comments, " said Mr. Le Quang Tung.

Concluding this content, National Assembly Chairman Tran Thanh Man emphasized the requirement to prepare and arrange the National Assembly session program closely, especially personnel work must be prepared "closely and most thoughtfully, ensuring compliance with the Party's direction".

" The Government needs to minimize the submission of additional content to the meeting agenda ," the National Assembly Chairman noted.

Regarding the time of the 9th Session, the National Assembly Chairman plans to open it on May 20, 2025 and close it on June 30, 2025, working on Saturdays as well.
