VnExpressVnExpress19/04/2024

Lam Dong The authorities of Bao Lam commune and district have shown signs of lax management in the case of 22 illegally built villas on the hill, according to the provincial Department of Construction.

The information was stated by the Department of Construction in a report recently sent to the People's Committee of Lam Dong province about the illegal construction on a hill in Loc Thanh commune, Bao Lam district.

The Department of Construction said that among the houses that violated the law, there were 16 two-story houses with the rough construction completed, each with a floor area of 212-270 square meters; four houses with completed foundations and one prefabricated house on a plot of land of more than 3,600 square meters.

According to the Department of Construction, through comparing documents and procedures, the construction area of the above houses is not in accordance with the approved planning. The People's Committee of Loc Thanh commune and Bao Lam district has not yet complied with the direction of the People's Committee of Lam Dong province in 2022 on temporarily suspending procedures related to the subdivision and construction of individual houses... in areas that are not consistent between land use planning and urban planning, new rural construction, which is a sign of lax management of land and construction.

In addition, the local authorities have not taken any decisive measures to prevent and handle the situation, so the above houses continue to be built after inspection.

The Department recommended that the Lam Dong Provincial People's Committee direct Bao Lam district to complete documents and procedures to handle administrative violations of these 22 houses, resolve arising consequences, and at the same time handle the responsibilities of individuals and organizations related to the incident.

Previously, according to the report of the People's Committee of Loc Thanh commune, in October 2022, the authorities discovered that 4 villas were building the foundation, so they made a record and requested to stop construction. In May 2023, the commune re-inspected and found that many villas had completed the rough construction. At this time, the hired manager provided the red book, design drawings and notice of construction commencement.

Mr. Do Ngoc Can, Chairman of the People's Committee of Loc Thanh Commune, said that the commune had repeatedly issued a notice to stop construction, but the landowners had avoided cooperation. They secretly built on holidays and during Tet, making it difficult for inspection.

After the incident, Mr. Can and Mr. Tran Ngoc Hoan, a commune land official, were suspended from work to clarify their responsibilities.

In the past two years, Lam Dong has been the site of many illegal and unlicensed constructions. In Bao Lam district, the authorities have enforced the demolition of illegal constructions by individuals along Loc Thang lake and the community forest of Loc Phu commune...
