Regarding the policy of withdrawing SI one-time, the Government has submitted two options: Option 1 only allows those who have paid SI before the law takes effect (expected July 1, 2025) to be eligible to withdraw, those who have paid SI after the above-mentioned period are not allowed to withdraw. Option 2 allows withdrawal but only up to 50% of the amount paid. In the review report, the National Assembly's Social Committee said that both options have unreasonable points, and requested the Government to continue to assess the impact and propose more clearly this policy.

Speaking at the discussion, National Assembly Chairman Vuong Dinh Hue admitted that the policy of one-time withdrawal of social insurance is the most concerned issue for employees but is also the most difficult issue. According to the National Assembly Chairman, the need to withdraw social insurance at one time is real, so "it cannot be banned". The National Assembly Chairman suggested that policies must be designed to retain employees in the system and limit one-time withdrawal of social insurance.

Sharing a personal story, Nga said: "Each person has a different situation, how can we force one person to be like another? Something like my situation, I have been participating in social insurance for 13 years, planning to work for a few years then withdraw all at once to have a small amount of capital to build a small house, for retirement. But now the insurance keeps changing, making me confused. I keep worrying that if the company changes in the middle, the retirement age has not come yet and the years of contribution are not enough, what will I do?"
Waiting for the right policy!
Receiving the information that the National Assembly continues to request the Ministry of Labor, Invalids and Social Affairs to consult various opinions to design a "more reasonable" social insurance policy, helping employees have the best choice, Deputy Sunny Nguyen said: "I strongly support. A good policy will keep people participating in social insurance. Whether or not to withdraw is up to the employee to decide. When our people quit their jobs, they withdraw their social insurance to handle immediate matters without thinking long-term, partly because they are afraid... by the time they receive their social insurance, the money will have depreciated and not be worth much. So the issue is policy, not whether or not to ban one-time withdrawal of social insurance." Agreeing, Deputy Quoc Thanh said: "I strongly agree with the National Assembly Chairman that it is impossible to prohibit people from withdrawing their social insurance at one time, but there needs to be a policy to attract and retain social insurance participants."
Commenting on one of the reasons why the story of withdrawing social insurance at one time has become "hot", BĐ Han Ngoc expressed his opinion: "Employees want to reduce the retirement age. If it is not reduced, I am afraid that the situation of employees withdrawing social insurance at one time will continue to increase". Expressing his expectation for breakthrough social insurance policies, BĐ Thinh QB suggested: "Just focus on clarifying why employees withdraw social insurance at one time, find ways to overcome this, and then design a social insurance policy with long-term benefits".
In the market mechanism, social insurance participants have the right to choose the optimal solution for themselves. Thus, it is possible to consider adding more business units to compete with the current social insurance.
