Chairman of Hanoi: In some matters, some officials feel that 'the city wants to take them home'

Chairman of the Hanoi People's Committee Tran Sy Thanh said that the guiding ideology of the City Party Committee - People's Council - People's Committee is to decentralize and delegate the most authority to the grassroots. However, in some matters, some officials feel that 'the city wants to take it all back'.

On the morning of September 29, the Hanoi People's Council, term XVI, 2021 - 2026, opened a thematic session (26th session) to review and decide on a number of important contents under its authority, including contents to remove difficulties and obstacles in the process of operating the 2-level local government model.

The contents include: decentralization of revenue sources and expenditure tasks among budget levels; amendments and supplements to budget expenditure allocation norms; regulations on regimes and expenditure levels for the activities of the City People's Council and communes and wards; regulations on authorization to handle administrative procedures for commune and ward civil servants.

Speaking at the meeting, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan said that these are urgent contents, aiming to ensure smooth, effective and efficient operations, best serving the people and businesses.

Accordingly, the adjustment of revenue decentralization aims to ensure compliance with the actual situation when implementing two-level local government, such as land use fees; land rent, water surface rent, etc.

Regarding expenditure tasks, the city basically maintains the decentralization of city-level expenditure tasks; converts most district-level expenditure tasks into commune-level expenditure tasks; reviews and adjusts a number of expenditure tasks according to state management decentralization for a number of socio-economic fields.

Some areas have been adjusted and supplemented: transferring the task of investing in the construction of public high schools from the district level to the city level; transferring the task of spending on education - training, vocational education of vocational education - continuing education centers from the district level to the city level.

For environmental protection, the city level will undertake the tasks of sweeping, cleaning streets, collecting, transporting domestic solid waste and other environmental sanitation work in the area.

For the public lighting sector, the city level will manage the power supply for the common light station grid with the street and alley grid; additional tasks for the city and commune levels include the fire-fighting water supply system, clean water supply, and underground urban technical infrastructure works.

Decentralization and delegation with the spirit of "trusting subordinates"

Speaking at the discussion session, Chairman of the Hanoi People's Committee Tran Sy Thanh said that the guiding ideology of the City Party Committee - People's Council - People's Committee is "to decentralize and delegate the most authority to the grassroots level, not to hold back on this work and to completely trust that the people below can do it".

However, according to Mr. Thanh, in the past few months, the city has been very determined, but in some matters, some officials feel that "the city wants to take it back and have opinions".

Continuing to share, Mr. Thanh cited that in the field of environmental sanitation, the city has drastically innovated, so the environmental company has "innovated a little" in terms of equipment. From there, it has helped change the face of the city's environmental sanitation.

"Now, everyone try to imagine 126 communes and wards with 126 packages (environmental sanitation) but they have to go back to shouldering and using only handcarts. The city has directed departments and branches to unify the organization of 6 large packages, extending the contract period so that investors have the conditions to upgrade equipment. Only then can we choose a large enough enterprise with enough capacity to improve the urban environment," Mr. Thanh said.

Faced with concerns about "does doing so lose the rights of the commune and ward?", the Chairman of the Hanoi People's Committee affirmed that the commune and ward will still supervise, sign acceptance, and have the right to reflect and make recommendations when paying for the contract.

"The officials need to understand this issue thoroughly to act together. The city does not have the mindset of wanting to grasp and hold this but continues to decentralize and hopes that the comrades below have enough capacity and human resources to carry out the common task," Mr. Thanh said, affirming that the city will carry out decentralization and delegation of authority carefully, methodically, and responsibly with the spirit of "trusting subordinates".
