Chairman of Board of Directors of State-owned enterprises can receive salary of 320 million VND/month

(Dan Tri) - The highest basic salary of the Chairman of the Board of Directors and Chairman of the Board of Management in a State-owned enterprise is 80 million VND/month. If the profit exceeds 2-4 times, they can receive a maximum of 4 times the basic salary.

The Government has just issued Decree No. 248 regulating the salary, remuneration and bonus regimes of direct owners' representatives, representatives of State capital and Controllers in State-owned enterprises.

According to this Decree, the direct owner's representative, Controller, and specialized capital representative are paid according to the salary table of the construction enterprise, issued as a basis for implementing social insurance, health insurance, unemployment insurance and other regimes according to the provisions of labor law and receive salary and bonus paid by the enterprise.

The direct owner's representative, the Controller and the non-professional capital representative shall be paid salaries and bonuses by the owner's representative agency in connection with the position and work undertaken at the owner's representative agency and shall receive remuneration paid by the enterprise.

The salaries of the direct owner's representative, Controller, full-time capital representative and the remuneration of the direct owner's representative, Controller, part-time capital representative paid by the enterprise are included in the enterprise's general salary fund.

The Government's Decree clearly states that the maximum salary and remuneration levels are prescribed according to the positions of Chairman, member of the Board of Directors, Chairman, member of the Board of Members, Chairman of the Company, Head of the Board of Supervisors, and Supervisor (hereinafter referred to as Board Member, Supervisor), calculated on a monthly average and linked to annual production and business targets.

These indicators include: equity or owner's capital contribution; revenue; profit before corporate income tax or total revenue minus total expenses for enterprises operating not for profit purposes.

The determination of maximum salary, remuneration and bonus levels as a basis for implementing specific salary, remuneration and bonus levels is based on the annual production and business targets of state-owned enterprises and credit institutions according to regulations and the actual positions held by the direct owner's representative, Controller and capital representative at the enterprise.

According to Decree 248, the basic salary of the person holding the position of Chairman of the Board of Members (or Chairman of the Company), Chairman of the Board of Directors, ranges from 53 to 80 million VND/month if belonging to group 1 and from 37 to 48 million VND/month if belonging to group 2.

For the position of Head of the Supervisory Board, the highest salary is 66 million VND/month and the lowest is 33 million VND/month. This salary corresponds to the positions of Member of the Board of Members, Member of the Board of Directors, Supervisor, which are 65 million VND/month and 30 million VND/month.

The Government prescribes the maximum salary level of Board Members and full-time Controllers determined on the basis of the above basic salary level and the actual profit of the enterprise.

Basic salary of positions in state-owned enterprises.

Specifically, if the enterprise has profit and the actual profit is not lower than the plan, the maximum salary is equal to 2 times the basic salary.

If the realized profit exceeds the plan, the principle is followed: 1% profit exceeding the plan, an additional 2% of the salary will be calculated, but not more than 20% of the salary calculated on the basis of 2 times the basic salary.

In case the realized profit is lower than the plan, the maximum salary is calculated by multiplying 80% by 2 times the basic salary and multiplying by the ratio of realized profit to planned profit, but not lower than 80% of the basic salary.

In particular, enterprises with profits 2-4 times higher than the minimum profit target as prescribed, leaders can receive a maximum salary equal to 2.5 to 4 times the basic salary. Thus, the position of Chairman of the Board of Directors or Chairman of the Board of Members of Group 1 enterprises can receive the highest maximum salary of about 320 million VND/month.

For non-profit enterprises, the maximum salary is 70% of the basic salary.

If the enterprise is at a loss, the maximum salary is 50% of the basic salary. In case of loss reduction (including no profit), the level of loss reduction compared to the plan will determine the maximum salary is 80% of the basic salary.

This Decree takes effect from September 15.
