Chairman of the Ho Chi Minh City People's Committee Phan Van Mai has just signed a document requesting heads of departments and branches, chairmen of district People's Committees to implement Official Dispatch No. 968 dated October 16 of the Prime Minister on continuing to rectify and strengthen discipline and order in administrative agencies at all levels.
Units and localities need to strengthen the inspection of public service activities, especially surprise inspections; promote the role and responsibility of heads of agencies and units of internal inspection and auditing to promptly commend and reward groups and individuals who do well, and strictly handle groups and individuals who do not do well.
The Ho Chi Minh City People's Committee also requested to promptly review, replace or transfer to other jobs for officials and civil servants with weak capacity, who do not dare to do, avoid, push, work half-heartedly, are afraid of responsibility, causing stagnation and not meeting the requirements of assigned work.
In cases of shirking, avoiding, or being irresponsible, leading to delays or not deciding on issues and tasks within one's authority, causing consequences, the collective and individual responsibilities involved must be reviewed and handled in accordance with Party and State regulations.
This content is also stated in Directive 06 issued by the Chairman of the Ho Chi Minh City People's Committee on October 18 to strengthen responsibility and improve the effectiveness of administrative procedure reform to serve people and businesses.
Thus, in less than a month, Ho Chi Minh City has issued two documents urging, correcting and strengthening discipline and administrative order among cadres and civil servants to bring satisfaction to the people.
The Chairman of Ho Chi Minh City requested to strengthen public service inspection to promptly reward good workplaces and handle violating civil servants.
In addition, the Chairman of the Ho Chi Minh City People's Committee also noted that in the process of coordination to resolve assigned work and tasks within the authority, only seek opinions from units directly related to the project, plan, or task, and do not seek coordination opinions from unrelated or unnecessary units.
The consulted unit is responsible for responding on time, in accordance with its functions and tasks, with clear viewpoints and responsibilities, and not responding generally, avoiding or shirking responsibility, which will affect the progress of work processing.
The Chairman of the Ho Chi Minh City People's Committee assigned the Chief of Office of the Ho Chi Minh City People's Committee to regularly monitor, inspect, urge and report on the implementation of tasks assigned by Ho Chi Minh City to units and localities, and at the same time report to consider and handle responsibilities for heads of units and localities who often have tasks that are overdue and not implemented.
In 2023, Ho Chi Minh City chose the theme of the year as "Improving the efficiency of public service activities, promoting administrative reform and improving the investment environment; promoting economic development, ensuring social security".
In many meetings and conferences, Ho Chi Minh City leaders often emphasize administrative reform, encouraging officials to dare to think and act, to do the right thing, to perform their duties well to serve the people and businesses. In particular, the city's top leaders also affirmed that they will handle officials who work half-heartedly or avoid and shirk responsibility, causing documents to run in circles.
