At the dialogue, Mr. Nguyen Tam, D'Ran commune, reflected and proposed 2 contents related to Quoc Vuong Lam Dong Company. Specifically, Mr. Tam proposed that the Provincial People's Committee should terminate and revoke the Project of Quoc Vuong Lam Dong Company because it has been delayed for 20 years without implementation.

He also recommended that departments and branches conduct field surveys to grasp the reality of the project area. From there, the units will issue land use right certificates for the area recovered since 1999 from 11 households related to the boundary of the Company's leased land.

Mr. Nguyen Tam, D'Ran commune (Lam Dong) hopes that the local government will soon resolve the petition for his family and many related households.

“If the project is implemented well and effectively, we, the people, are ready to support the State. The company will consider and create conditions to support and compensate the people for their assets. If the project is not effective, the State will take it back. After that, the government will complete legal procedures for the land area that the people have reclaimed since 1990,” Mr. Tam proposed.

Regarding the case of Ms. Pham Thi Sen, Xuan Huong Ward - Da Lat, petitioned on the content related to compensation payment when land was recovered to implement the Mac Dinh Chi Residential Planning project.

According to Ms. Sen, after many years of petitioning, on June 25, 2025, the Management Board of Investment, Construction and Development of Da Lat Land Fund (old) issued an official dispatch allocating compensation funds for site clearance to her family. The amount of compensation her family received was more than 1.05 billion VND. However, after nearly 3 months, her family has not yet received support.

At the dialogue session, representatives of relevant departments, branches, sectors, and People's Committees of communes and wards answered people's complaints. Regarding the project of Quoc Vuong Lam Dong Company, a representative of the Department of Finance stated: The company has implemented some items of the project. However, the construction procedures have not been completed.

Representatives of D'ran commune government (Lam Dong) provide more information about the project of Quoc Vuong Lam Dong Company.

D'ran Commune authorities acknowledged: Previously, the locality coordinated with departments and branches to inspect and determine that the project of Quoc Vuong Lam Dong Company was behind schedule. The commune has recommended that departments and branches consider that if it is too slow compared to the prescribed time, the competent authority should revoke it.

Regarding land records, Deputy Director of the Department of Agriculture and Environment Nguyen Thanh Ha informed: In February 2007, the People's Committee of Lam Dong province (old) decided to lease land to Quoc Vuong Lam Dong Company, with an area of 42.95 hectares. This is demonstrated by legal records and current status assessment.

“Regarding the people’s request to identify reclaimed land and issue land use right certificates, the Department would like to request more time to coordinate with the locality. On this basis, the Department will re-verify issues regarding the origin of land use and the overlapping of business areas,” Mr. Ha proposed.

Concluding the dialogue, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Ho Van Muoi shared: First of all, the Chairman of the Provincial People's Committee would like to, on behalf of the leaders of the Lam Dong Provincial People's Committee, apologize to Mr. Nguyen Tam's family. Because, this incident should have had a final answer for his family by now. Departments and branches must also learn from experience in similar incidents like this.

If the enterprise operates effectively, the province is ready to support with licenses, policy extensions, etc. If the enterprise is slow or makes mistakes, the Department of Finance will revoke the operating license and return the land to the State.

Regarding the content of Ms. Pham Thi Sen's proposal, the Chairman of the Provincial People's Committee assigned the Department of Finance to coordinate with Construction Investment Management Board No. 1 to complete the documents and procedures. No later than October 2025, it must be thoroughly resolved.
