On the afternoon of October 21, comrades Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Manh Tuan, Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired the Conference to evaluate the implementation of the Public Investment Plan in 2025. Attending the provincial bridge were leaders of the departments and branches: Finance, Construction, Ethnicity and Religion, Agriculture and Environment, Culture, Sports and Tourism, Industry and Trade, Justice, Home Affairs, Science and Technology, and the Provincial People's Committee Office.

According to the report of the Department of Finance, by October 18, 2025, the disbursement of public investment capital in the whole province reached 30% of the total of more than 17,330 billion VND of the capital plan for 2025. Of which, the planned capital for 2025 is nearly 15,600 billion VND, the disbursement progress is 28.1%. In general, the progress of disbursement of public investment capital in the whole province is slower than planned. Compensation and site clearance is the biggest obstacle, slowing down the construction progress and disbursement of investment capital. From July 1, 2025, the People's Committees at the commune level will take over the management of projects and works under the public investment plan decided by the District People's Committee for investment. However, the work of transferring the investor's tasks, handing over documents, handing over the field, updating information and data is still slow and confusing; the capacity of investors and project management of some units, especially at the commune level, is still limited...

Concluding the conference, Chairman of the Provincial People's Committee Phan Huy Ngoc requested relevant departments and branches to review and update fully and accurately the data on disbursement of public investment capital; the Provincial State Treasury shall compile weekly reports to ensure close monitoring of disbursement progress. Commune and ward authorities shall complete the reception of district-level projects previously transferred to the commune level, coordinate with the regional project management board, and complete the dossier to ensure compliance with regulations.

The Chairman of the Provincial People's Committee requested to improve the quality of coordination, exchange and guidance between departments, branches and localities with the highest sense of responsibility, focusing on implementation; clearly defining the task of disbursing public investment capital as a particularly important task, associated with assessing the responsibility and capacity of leaders and local authorities. In particular, waste and negativity in project implementation must not be allowed to occur. Violations must be resolutely handled.
