In just a few days, the new An Giang province will officially operate, based on the merger of An Giang and Kien Giang provinces, with the political and administrative center located in Kien Giang. Currently, the arrangement of office headquarters, means of transport, accommodation and conditions to ensure the operation of the new province are being urgently prepared. Consider suitable office layout

According to the Department of Finance of Kien Giang province, An Giang province (new) has a total of 922 houses and land (expected to use 827 facilities, surplus 95 facilities). Through review, the working headquarters of provincial agencies when merging the two provinces basically meet the requirements. However, renovation and repair are needed to ensure use. Equipment and working tables and chairs continue to use existing assets.

After terminating district-level activities and rearranging commune-level administrative units, An Giang province (new) has 102 communes, wards, and special zones. The total number of housing and land facilities is 6,080, of which 5,412 facilities will continue to be used, with 668 facilities in surplus. The old district-level and commune-level housing and land facilities are expected to be arranged for the new commune-level administrative units, and the headquarters and facilities for public service activities will be exchanged (transferred) between agencies, organizations, and units under local management and central agencies in the area with headquarters that have surplus, excess, or insufficient area compared to standards and norms. From there, ensuring maximum utilization of available facilities, headquarters, and public service activities. For surplus houses and land, without office space, the public service facilities will be recovered and handed over to the Land Fund Development Center and the organization with the function of managing and trading houses for management and exploitation according to regulations. "According to the plan of the Department of Finance of Kien Giang province, the An Giang Provincial Inspectorate (new) will be located at 3 headquarters in Rach Gia city. 87 cadres, civil servants and employees will work at the new headquarters. However, the activities of the inspection sector are very specific, related to receiving, dialogue and resolving complaints and denunciations of citizens (including the Chairman of the Provincial People's Committee periodically receiving citizens). It is recommended to continue using the current headquarters of the An Giang Provincial Inspectorate to meet practical tasks" - Chief Inspector of An Giang province Vo Thi Sieu proposed.

Discussing the arrangement of headquarters after the merger

Deputy Head of the Propaganda and Mass Mobilization Department of An Giang Provincial Party Committee Nguyen Huu Thinh also said that it is necessary to allocate working headquarters of agencies in both provinces. "Only then will we not leave the "battlefield" empty, not affecting the process of State management of borders, ethnicity, and religion. On the other hand, maintaining headquarters in Rach Gia and Long Xuyen at the same time also contributes to reducing pressure on the workplace and resting place of cadres, civil servants, and public employees in the early stages of the merger; avoiding wasting public assets in the old An Giang province" - Comrade Nguyen Huu Thinh analyzed.

Caring for the lives of officials and civil servants working far away

On June 19, 2025, Kien Giang Provincial Party Committee issued Notice 2345-TB/TU on the conclusion of the Provincial Party Committee Standing Committee, agreeing on the maximum support level for travel expenses, living expenses, and accommodation of VND 5.5 million/person/month for 2 years, applicable to cadres, civil servants, public employees and workers affected by the merger of the two provinces. According to the review of An Giang Provincial People's Committee, more than 900 cases registered for public housing. Kien Giang Province proposed 3 options. First, use the housing block at Kien Giang Provincial Political School to renovate and arrange for nearly 400 people. Second, propose renting boarding houses or social housing in the Northwest Urban Area, Phu Cuong Urban Area, with prices ranging from VND 1 - 5.2 million/month. Third, invest in building new public housing (calculated based on the needs of nearly 900 people). Therefore, it is necessary to review the land to arrange in the city. Rach Gia, total residential floor area 33,272m2, total usable area 43,254m2, estimated investment level of nearly 500 billion VND.

Kien Giang province is also interested in the plan to arrange shared transportation, helping to limit travel by personal vehicles, avoid traffic pressure, reduce costs, and reduce environmental pollution. In particular, it is proposed to organize an electric bus route to support travel, operating on a fixed schedule every working day. It is possible to allocate funds for cadres, civil servants, and public employees (without a shuttle bus system), or allocate funds for businesses and units participating in passenger transport activities to serve cadres, civil servants, and public employees free of charge. The estimated allocation level is 2.5 million VND/person/month.

On the afternoon of June 23, the People's Committees of Kien Giang and An Giang provinces jointly held a meeting to review the arrangement of offices, means of transport, accommodation and other conditions of the Party, government and mass organization systems subject to merger of the two provinces. There are still many issues that need to be considered, such as the arrangement of education for children of cadres, civil servants, public employees and workers from An Giang province (old) to the new province; the arrangement of jobs and accommodation for couples affected by the reorganization process...

At the meeting, Vice Chairman of An Giang Provincial People's Committee Le Van Phuoc thanked the leaders of the Provincial People's Committee, departments and branches of Kien Giang province in their role as the unit in charge of arranging and merging the province, both making efforts to carry out a huge amount of work in the past time and calculating support for working offices, official houses, means of transportation... for cadres and civil servants of An Giang province. He basically agreed with the opinions given; requested departments and branches to carefully review the need for support for accommodation and means of transportation of cadres, civil servants and public employees from An Giang to Kien Giang to work, find the most favorable arrangement plan; agreed with the proposal to allocate funding to support cadres, civil servants and public employees.

Vice Chairman of Kien Giang Provincial People's Committee Nguyen Thanh Phong further emphasized: "Departments and branches urgently review headquarters and workplaces, arrange enough technical equipment to work normally when merging provinces. If there is a shortage, continue to invest after July 1. Assign the Department of Finance to review and have a plan to handle surplus assets. Request departments and branches to transport, manage, and digitize documents in accordance with regulations, especially confidential documents, to avoid loss. The Provincial People's Committee will submit a report to the Provincial People's Council to soon issue policies to support cadres, civil servants, and public employees in traveling and staying...
