Prepare conditions for organizing groundbreaking and inauguration of works and projects

Implementing the direction of the Prime Minister in Official Dispatch No. 57 on preparations for the groundbreaking ceremony of large-scale construction projects and preparations for organizing an exhibition of socio-economic achievements to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025) and on the basis of advice and proposals from departments and branches, the Provincial People's Committee issued a document, assigning the leaders of the Provincial People's Committee to directly lead and direct the preparations for the groundbreaking and inauguration of the projects.

At the same time, request the Departments, branches, the Provincial Industrial Park Management Board, the Provincial Construction Investment Project Management Boards (DTXD), the People's Committees of districts, cities, and investors to continue reviewing projects eligible to start construction on the occasion of the 80th National Day of the Socialist Republic of Vietnam and the Party Congresses at all levels to send to the Department of Finance for synthesis and advice to the Provincial People's Committee; strictly implement the directions of the Central Government and the province, based on the functions and tasks, strengthen the direction and focus on implementing investment procedures to start projects assigned to monitor, speed up the construction progress of projects under construction according to regulations.

Yen Lac District Medical Center is speeding up progress to organize the inauguration ceremony to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam.

Request the Provincial Construction Investment Management Board and the Traffic Construction Investment Project Management Board to direct the construction unit to concentrate human resources, machinery and equipment to promptly complete the project according to regulations, including the construction and upgrading of Yen Lac District Medical Center (phase 1); construction and upgrading of Lap Thach District Medical Center (phase 2); parallel road of Hanoi - Lao Cai railway (Northern route) from National Highway 2C to Hop Thinh - Dao Tu road... to be eligible to organize the inauguration ceremony of the project to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam.

Assign the Department of Construction and the Traffic Construction Project Management Board to review and complete the documents and advise the Provincial People's Committee to approve the investment project to build the IC2 and IC5 intersections of the Noi Bai - Lao Cai expressway through Vinh Phuc province according to regulations. The Department of Agriculture and Environment and investors promptly complete land allocation procedures to start the project according to regulations.

Assign the People's Committee of Vinh Yen city and Tam Duong district to urgently complete the compensation and site clearance work for the Hanoi - Lao Cai railway parallel road project (Northern route) from National Highway 2C to Hop Thinh - Dao Tu road to soon have a clean site to hand over to the construction unit to complete the project.

Assign the Provincial People's Committee Office to direct specialists to monitor relevant sectors, fields, and projects to schedule and advise the Provincial People's Committee leaders to direct, inspect, and urge the progress of projects to ensure quality and time for starting and inaugurating projects as registered.

The Provincial People's Committee requests departments, branches, and People's Committees of districts and cities to urgently implement and ensure compliance with requirements.
