Hai Lang district currently has 15 commune-level administrative units. After the reorganization, it is expected that 5 new communes will be established, reducing the number of commune-level administrative units by 66.7%. Specifically, Dien Sanh commune (including Hai Truong, Hai Dinh communes and Dien Sanh town); Hai Lang commune (including Hai Lam, Hai Thuong and Hai Phu communes); Nam Hai Lang commune (including Hai Son, Hai Phong and Hai Chanh communes); My Thuy commune (including Hai Duong , Hai An and Hai Khe communes) and Vinh Dinh commune (including Hai Quy, Hai Hung and Hai Binh communes).
Reporting on the plan for setting up offices and arranging assets for new commune-level administrative units, Hai Lang District Party Secretary Nguyen Khanh Vu said that the locality has completed preparations for infrastructure, facilities, working equipment and personnel arrangement for the five new communes.

Regarding the arrangement of assets, each new commune is basically transferred the assets at the current commune headquarters and a car. Vinh Dinh commune has not been allocated a car yet because the number of vehicles at the district level is not enough. Regarding the arrangement of cadres, civil servants and public employees (CCVC), the district follows the principle of transferring district-level cadres and district-level departments and offices to communes to create favorable conditions for the leadership and implementation of activities of the new communes.

In Trieu Phong district, the locality has developed a plan to arrange 16 current communes and towns into 5 commune-level administrative units, including: Trieu Phong commune (including Trieu Thanh and Trieu Thuong communes and Ai Tu town); Ai Tu commune (including Trieu Ai, Trieu Giang and Trieu Long communes); Trieu Binh commune (including Trieu Do, Trieu Thuan, Trieu Hoa and Trieu Dai communes); Trieu Co commune (including Trieu Co, Trieu Trung and Trieu Tai communes) and Nam Cua Viet commune (including Trieu Trach, Trieu Phuoc and Trieu Tan communes). Currently, all 5 new commune units are allocated 2-3 working headquarters for the Party, Front, mass organizations, government, police and military . The district has also developed a plan to allocate assets for the new communes.
Inspecting the new commune-level administrative units in Hai Lang and Trieu Phong districts, most localities have recommendations on arranging new commune-level offices in many different locations, with some localities having offices dozens of kilometers away, causing many difficulties in directing and operating. Some new commune-level administrative units are still lacking the positions of Chairman of the People's Committee and Deputy Secretary of the Party Committee, so preparing for the operation of the 2-level government according to regulations is facing difficulties; facilities and working means in many localities after the arrangement are now degraded or lacking, not meeting the prescribed standards.

Particularly in Trieu Phong district, the number of redundant district and commune-level officials and civil servants after the rearrangement is high, at least each commune has more than 85 cases; operations at the Public Administration Service Center still have many problems because the new software has not been installed, and instructions on how to operate the new commune administrative unit have not been given...
After the on-site inspection, Provincial Party Secretary Nguyen Long Hai highly appreciated the spirit of preparation and readiness for the conditions to start operating the new commune-level administrative unit and end the district-level operation. To ensure the operation of the new commune from July 1, localities are requested to promptly complete legal procedures, ensure conditions of infrastructure, means, human resources as well as necessary public services to serve the people and businesses. At the same time, receive and process feedback to make timely adjustments in accordance with regulations.
The Organizing Committee of the 2 local district Party Committees should soon advise on the issuance of a decision to end the activities of the current commune Party Committees to have a basis for establishing new commune Party Committees before the official operation date; pay attention to resolving the recommendations and proposals of cadres and civil servants during the reorganization period to avoid complaints and lawsuits.
Regarding the military field, the police requested to have a report summarizing the current list of key officials at the commune level so that the Provincial Party Committee Standing Committee can have a basis to arrange new military and police personnel at the commune level. Regarding the arrangement of assets and working headquarters, it is necessary to carefully review, especially means of transportation, to calculate and transfer between units to ensure compliance with regulations, creating conditions for the new commune to operate well.
In case of shortage or surplus of cadres and civil servants in new communes, the Department of Home Affairs is requested to consider and advise on plans to transfer cadres from localities in the province to ensure sufficient number of cadres in the operation of new commune-level administrative units. Focus on archiving and handing over relevant records and documents between current and post-reorganization localities to avoid congestion in handling administrative procedures of people and businesses; focus on preparing documents for the Party Congress of new commune-level administrative units.

In Dakrong district, after the merger, there are 5 communes including: La Lay (including 2 communes A Ngo and A Bung), the administrative center is located in A Ngo; Ta Rut (including A Vao, Huc Nghi, Ta Rut), the administrative center is located in Ta Rut; Dakrong (including Ba Nang, Ta Long, Dakrong), the administrative center is located in Dakrong; Ba Long (Trieu Nguyen and Ba Long), the administrative center is located in Trieu Nguyen; Huong Hiep (including Huong Hiep, Mo O and Krong Klang town), the administrative center is located in Krong Klang town.
In addition, Dakrong district has developed a plan to arrange personnel in the new communes after the merger. In particular, according to the plan, the new Huong Hiep commune will test the new commune on June 18, 2025; the remaining communes will test the operation in the following period.
Speaking at the working session with the Standing Committee of Dakrong District Party Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang emphasized: From July 1, 2025, the district-level government will cease to operate and the new communes will operate after the merger. Therefore, it is necessary to prepare all the best conditions for implementation.

Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang requested the Standing Committee of Dakrong District Party Committee to convene key officials of communes on the afternoon of June 17 to thoroughly grasp the spirit of organizing the trial operation. At the same time, he noted that, for now, the new communes will still maintain many working locations.
In addition, it is necessary to transfer authority to the People's Committee and the Chairman of the People's Committee of the new commune. Pay attention to arranging competent commune-level staff and consultants who must work at 200% capacity. When conducting a trial run of the new Huong Hiep commune, invite other communes to participate to gain experience in implementation; urgently carve a seal for the new commune; arrange 5 cars for 5 communes.
In the first session of the new commune People's Council, it is necessary to carry out procedures according to the law and at the same time prepare all conditions to organize the new commune congress. Request the Department of Finance to guide the locality in carrying out procedures for public investment projects.

Working with key officials expected to be in the three new communes after the merger, namely Dakrong, La Lay and Ta Rut, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang and Standing Vice Chairman of the Provincial People's Council Nguyen Chien Thang said that after the merger, the new communes carry a very new mission, and key leaders of the communes need to promote their roles and responsibilities in leadership, management and operation.
For the commune People's Committee Chairman, after the merger, there will be decentralization, delegation of authority and authorization from the province, the task is very heavy, it is necessary to promote the role, responsibility, and perform well the assigned tasks. Note that the new communes after the merger must soon deploy and organize the commune party congress, at the same time do a good job of planning the new commune, pay attention to arranging housing for cadres coming from far away to work.
During the trial operation process, it is necessary to seek the leadership of superiors in implementing the first tasks, and promptly report difficulties and problems to competent authorities for direction and handling.
