Clear changes in the work of preventing and combating corruption and negativity at the provincial level

BTO-On the morning of June 19, in Hanoi, a conference was held to review one year of operations of the Steering Committee for Anti-Corruption and Negative Activities in provinces and centrally run cities, chaired by General Secretary Nguyen Phu Trong, Head of the Steering Committee, and standing members of the Central Steering Committee for Anti-Corruption and Negative Activities.

Attending the Central bridge to the leaders of Binh Thuan province were comrade Duong Van An - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee for Anti-Corruption and Negativity; comrades Head of the Provincial Party Committee's Internal Affairs Committee Nguyen Van Tam, Chairman of the Provincial Vietnam Fatherland Front Committee Bo Thi Xuan Linh. Attending the provincial bridge were comrades Standing Committee members: Head of the Provincial Party Committee's Organization Committee Nguyen Thanh Nam, Chairman of the Provincial Party Committee's Inspection Committee Nguyen Van Quang, members of the Steering Committee, leaders of departments, branches and sectors.

On May 10, 2022, the 5th Central Conference (13th tenure) agreed on the policy of establishing a Provincial Steering Committee. Immediately afterwards, the Central Internal Affairs Committee promptly advised the Secretariat to issue Regulation No. 67, dated June 2, 2022, on the functions, tasks, powers, organizational structure, working regime, and working relations of the Provincial Steering Committee, creating favorable conditions for Provincial and Municipal Party Committees to establish Steering Committees. After 1 year of operation, the Provincial Steering Committees have achieved important initial results. Notably, the Steering Committees have advised, directed, and organized the implementation of the Party's policies and regulations and the State's laws on preventing and combating corruption and negativity; the conclusions of the Central Steering Committee, the General Secretary, and the Head of the Central Steering Committee have been implemented more seriously, promptly, and effectively than before.

There have been 2,196 documents advised, issued, and directed by the Steering Committees to focus on leading, directing, and organizing the implementation of corruption and negative prevention and control work in localities. Many provinces and cities have done well in this regard, typically Lao Cai, Ninh Thuan, Binh Thuan, Tra Vinh, Soc Trang... The provincial Steering Committees have also reviewed and put 600 corruption and negative cases and incidents under monitoring and direction to focus on handling. Many localities have discovered, prosecuted, investigated, and handled many major cases, many cadres under the management of the Standing Committee of the Provincial Party Committee, City Party Committee...

Attention has been paid to propaganda and education on preventing and combating corruption and negative acts. Especially since the beginning of 2023, in addition to the National Conference chaired by the Central Internal Affairs Committee, 37/63 provinces and cities have organized to disseminate and thoroughly understand the content and core values of the work "Resolutely and persistently fight against corruption and negative acts, contributing to building our Party and State increasingly clean and strong" by the General Secretary, Head of the Central Steering Committee, in the form of direct and online communication to the commune level. Thoroughly understanding the content of the General Secretary's book has created a widespread political movement throughout the Party.

Speaking at the conference, General Secretary Nguyen Phu Trong affirmed: Through the results of one year of implementation, it shows that the policy of establishing the provincial Steering Committee is correct, necessary, and in line with practical requirements. "The number of newly discovered and prosecuted corruption and negative cases has increased; the number of serious and complicated cases and the number of officials holding leadership and management positions, both incumbent and retired, who have violated the law have also increased; the situation of "light above, heavy below" and "safe landing" as before is no longer the case; it has contributed significantly to gradually overcoming the situation of "hot above, cold below", now "hot above" and below are getting hotter and hotter. This is also the most convincing answer to the concerns and worries of a number of officials, party members and people about the effectiveness of the Provincial Steering Committee", said the General Secretary.

To further improve the operational efficiency of the Provincial Steering Committee in the coming time, General Secretary Nguyen Phu Trong suggested that the Steering Committees of provincial and municipal Party Committees need to continue to thoroughly grasp and have a deeper understanding of the position, role, functions, tasks and powers of the Provincial Steering Committee; must operate in a disciplined, methodical and substantial manner, in accordance with their functions and tasks; avoid ostentation, formality, "establishment for the sake of it", "if it works, it will happen"; especially avoid the situation of "elephant head, mouse tail", when it is launched, it is boisterous, but later it becomes sparse and gradually cools down. General Secretary Nguyen Phu Trong also requested that Party committees and organizations at all levels must have a high fighting spirit; proactively prevent, self-detect and handle acts of corruption and negativity; focus on leading and directing the building of a culture of integrity, no corruption and negativity among cadres, Party members, civil servants, public employees and the people.
