General Secretary: Strengthening anti-corruption efforts associated with streamlining the apparatus

In 2024, the Central Executive Committee, the Politburo , the Secretariat, and the Central Inspection Commission will discipline 68 officials under the Central management, including for the first time disciplining two former key leaders of the Party and State.

On December 31, at the Party Central Committee Headquarters, the Central Steering Committee on Anti-Corruption, Wastefulness and Negativity (Steering Committee) held its 27th meeting to discuss and give opinions on the 2024 Operational Results and the 2025 Work Program of the Steering Committee and the results of directing and handling cases and cases under the management of the Steering Committee in 2024, along with a number of other important contents.

Many important results have new breakthroughs

At the meeting, the Steering Committee discussed and unanimously assessed that in 2024, despite facing many difficulties, with the efforts and determination of the entire political system; the close and drastic leadership and direction with many new policies and viewpoints of Comrade General Secretary To Lam, Head of the Steering Committee; the efforts and endeavors of the members of the Steering Committee and the functional agencies, the work of preventing and combating corruption, waste and negativity continued to be strongly implemented, achieving many important results, with new breakthroughs, more drastic and effective both at the central and local levels.

The work of building and perfecting the socio-economic management institution and preventing and combating corruption, waste and negativity continues to be promoted, especially focusing on removing institutional "bottlenecks" and "knots" to unblock resources, serve socio-economic development and improve the effectiveness of preventing and combating corruption, waste and negativity.

The work of detecting and handling corruption and negativity is focused on strong, drastic, and synchronous direction; violations are resolutely and strictly handled, but also very humanely, focusing on differentiation in handling violators, protecting cadres who dare to think and act, for the common interest.

In 2024, Party committees and inspection committees at all levels disciplined 709 Party organizations and 24,097 Party members for violations.

The Central Executive Committee, the Politburo, the Secretariat, and the Central Inspection Commission have disciplined 68 officials under the Central Committee's management.

Among them, for the first time, the Politburo disciplined two comrades who were former key leaders of the Party and State for violating regulations in performing assigned duties and tasks and in preventing and combating corruption and negativity, violating things that Party members are not allowed to do, and the responsibility to set an example; clearly affirming the strictness and high determination of the General Secretary, the Party and State in preventing and combating corruption and negativity. The work of recovering corrupt assets has achieved many results.

The Steering Committee has stepped up waste prevention and control, creating new changes in awareness and determination, linking waste prevention and control with corruption and negativity prevention and control. The Politburo and the Secretariat have revised and supplemented the functions and tasks of the Central Steering Committee and the Provincial Steering Committees to direct waste prevention and control.

The General Secretary and Head of the Steering Committee has given many strong directive messages on waste prevention and control; Party committees and organizations at all levels have thoroughly grasped and seriously implemented key and breakthrough tasks in waste prevention and control.

In particular, directing the review, removal of difficulties and obstacles, handling of long-standing problems related to projects and works that are behind schedule, at risk of great loss and waste; prosecuting a number of cases causing great waste of the state budget for investigation and handling.

The Steering Committee is concerned with directing the improvement of the effectiveness of measures to prevent corruption, waste, and negativity; especially in personnel work, streamlining the organizational apparatus, and improving the revolutionary ethics of cadres and party members.

The Politburo has issued and directed the thorough dissemination and strict implementation of the Regulations on revolutionary ethical standards of cadres and party members in the new period, creating positive changes in awareness and action, contributing to preventing corruption, waste and negativity from the root.

The Government, ministries, branches and localities focus on strongly implementing Project 06 of the Government in conjunction with promoting administrative reform, digital transformation, developing digital government, digital economy, non-cash payment;... contributing to saving time and costs, minimizing harassment and inconvenience for people and businesses, improving the business environment, and promoting socio-economic development.

The Steering Committee has stepped up and created strong changes in the work of preventing and combating corruption, waste and negativity at the local level, properly implementing the viewpoint that preventing and combating corruption, waste and negativity must start from the grassroots and Party cells; strictly and promptly handling violations, corruption and negativity in agencies with the function of preventing and combating corruption, waste and negativity. Information and propaganda work on preventing and combating corruption, waste and negativity continues to be promoted; the role and responsibility of elected bodies, the Fatherland Front, socio-political organizations and the people are better promoted.

Party committees and organizations at all levels have directed the promotion of propaganda and education on revolutionary ethical standards for cadres and party members in the new period; paid attention to building a culture of integrity, free from corruption, waste and negativity; strengthened information orientation and propaganda on the work of preventing and combating corruption, waste and negativity; and at the same time, rectified and strictly handled violations, corruption and negativity in press and media activities.

Media and press agencies have actively promoted the work of preventing and combating corruption, waste and negativity, especially widely and strongly promoting the example of revolutionary morality, the viewpoints and guiding thoughts of the late General Secretary Nguyen Phu Trong and the new messages of General Secretary To Lam in the work of preventing and combating corruption, waste and negativity, creating a strong spread in society, high unity of thought, consensus and support of cadres, party members and people in the determination to fight and combat corruption, waste and negativity of the Party and State. The Party delegation of the National Assembly, the Vietnam Fatherland Front and socio-political organizations have led and directed the strengthening of supervision of the work of preventing and combating corruption and negativity; directed the strengthening of the reception and handling of information reflecting and denouncing corruption and negativity.

In his concluding remarks at the meeting, General Secretary To Lam emphasized that the close, synchronous, determined and drastic coordination of agencies in the work of inspection, auditing, investigation, prosecution, trial and execution of judgments has proactively identified and resolutely attacked and hit many major corruption and negative cases, in accordance with the motto of "handling one case to warn the whole region and the whole field, strictly handling violations but also very humanely, reasonably, emotionally, in accordance with the provisions of the law, creating high consensus and sympathy among cadres, party members and people".

2025 is the year of Party congresses at all levels, leading up to the 14th National Party Congress. The Central Steering Committee on preventing and combating corruption, waste and negativity requires that the work of preventing and combating corruption, waste and negativity must continue to be deployed more strongly, drastically and effectively to serve the successful organization of Party congresses at all levels and the key, breakthrough and urgent tasks of the country.

The General Secretary suggested that it is necessary to review the Resolution of the 13th National Party Congress; programs and plans to prevent and combat corruption, waste, and negativity from the beginning of the term that have not been implemented yet to be added to the 2025 work program, without leaving any gaps.

In 2025, it is necessary to continue to research and comprehensively evaluate the work of preventing and combating corruption, waste, and negativity since the beginning of the term to continue to supplement and perfect this content in the draft documents of the 14th National Party Congress.

The General Secretary affirmed that preventing and combating corruption, waste, and negativity does not affect socio-economic development; it is strictly forbidden to take advantage of preventing and combating corruption, waste, and negativity to harass or profit.

At the meeting, the Central Steering Committee on preventing and combating corruption, waste and negativity agreed to focus on leadership and direction to overcome loopholes and inadequacies, remove institutional and legal bottlenecks and bottlenecks, create momentum for innovation, creativity, socio-economic development and prevent and combat corruption, waste and negativity.

The focus is to urgently perfect the institutions on waste prevention and control; on the organization and operation of agencies in the political system after reorganization and streamlining; amend, supplement, and overcome loopholes and inadequacies in mechanisms, policies, and laws that have been pointed out through the review; and build and effectively implement the National Strategy on waste prevention and control.

The Steering Committee shall resolutely and comprehensively implement, creating new changes and breakthroughs in the work of preventing and combating waste at both the central and local levels; promptly direct the completion of the review and have solutions to completely resolve projects and works that are behind schedule, have long-standing backlogs, are ineffective, and cause great loss and waste. Report to the Steering Committee the review results in the first quarter of 2025.

The General Secretary requested that it be implemented resolutely and comprehensively, creating strong and breakthrough changes in the work of preventing and combating waste throughout society. In 2025, it is determined that preventing and combating waste is an urgent and priority task that must be done immediately.

First of all, complete the review of projects and works that are behind schedule, have backlogs, are prolonged, are ineffective, have losses, and are wasteful; there must be breakthrough mechanisms and policies to completely resolve, resolutely recover, and eliminate unnecessary projects, focusing on urgent projects; conduct inspections, audits, investigations, and handle a number of typical projects with losses and waste to serve as a general warning.

The General Secretary pointed out that it is necessary to strengthen the work of preventing and combating corruption, waste, and negativity associated with streamlining the apparatus of the political system; absolutely not to have acts of lobbying, group interests; taking advantage of, streamlining the apparatus, streamlining the payroll to commit corruption, causing waste and negativity; urgently perfecting institutions related to the organization of the apparatus, ensuring effectiveness and efficiency, not allowing new waste and negativity to arise.

The Steering Committee effectively implemented regulations on power control, improved the effectiveness of solutions to prevent corruption, waste and negativity. Especially, strengthening power control, preventing and combating corruption and negativity in personnel work and in agencies with the function of preventing and combating corruption, waste and negativity; preventing and combating corruption, waste and negativity in implementing the arrangement and streamlining of the apparatus, staff and management and use of assets of agencies and organizations after arrangement and streamlining; promoting administrative reform, digital transformation, publicity, transparency, control of assets, income, non-cash payments; continuing to effectively implement Project 06 of the Government.

The Steering Committee continues to promote and create stronger changes in the effectiveness of the provincial Steering Committee for the Prevention and Control of Corruption, Wastefulness and Negativity; continues to perfect the mechanism for people to monitor and control power effectively and efficiently; creates favorable conditions for people to directly reflect and denounce corruption, waste and negativity.

The General Secretary noted that it is necessary to implement preventive solutions more synchronously and effectively to prevent corruption, waste and negativity from the root; effectively implement regulations and control the power to prevent and combat corruption and negativity in personnel work, asset declaration, promote non-cash payments, and bring the work of preventing and combating corruption, waste and negativity into each Party cell and each Party member.

Persistently build a culture of integrity, no corruption, waste, or negativity; form among cadres, party members, and people a sense of responsibility for work, respect for working time, money, state assets, and people's efforts; thoroughly handle the disease of fear of responsibility, shirking, and avoiding work; especially, must immediately apply the results of digital transformation and science and technology.

Besides, to strengthen the people's supervisory role in the work of preventing and combating corruption, waste and negativity, it is necessary to build a solid people's position to successfully and effectively carry out the fight against corruption, waste and negativity.

At the meeting, the Steering Committee agreed to direct the strengthening of inspection, supervision, auditing, investigation, and the thorough handling of serious, complicated corruption, waste, and negative cases of public concern; especially cases and incidents related to personnel of party congresses at all levels.

Strive to complete the investigation and handling of 26 cases and 09 incidents by 2025. Especially focusing on investigating, prosecuting, and bringing to first instance trial the cases that occurred at Phuc Son Group, Thuan An, Vietnam Electricity Group, Thai Duong Group and Vietnam Rare Earth Joint Stock Company, Saigon-Dai Ninh project (Lam Dong), Nha Trang airport.

The Steering Committee unanimously agreed to end the direction of handling 10 cases and 3 incidents under the monitoring and direction of the Steering Committee because the settlement had been completed according to the provisions of law./.
