Help the poor settle down

Having a house to live in and land for production is the desire of poor and near-poor households. Understanding this, with many resources, Vinh Hoa commune effectively implemented a housing support program to help people settle down and create momentum for starting a business. From 2020 to now, the commune has mobilized over 20 billion VND to support the construction of new houses and repair houses for poor, near-poor and disadvantaged households in the area, contributing significantly to the implementation of the key task "Joining hands for the poor - Leaving no one behind".

Visiting the family of Mrs. Vo Thi Tien, Vinh Hoa commune, we saw the joy and excitement of the family members. Preparing to build a new house, Mrs. Tien shared: “I did not dare to think about building a new house because my family does not have land for production. In the past years, I have lived with my child infected with Agent Orange and two grandchildren, so I do not have a stable income. With the local support for house construction, having a new, solid house, my family can work with peace of mind.”

In early August 2025, Mr. Nguyen Van Ut's family, residing in Vinh Hoa commune, was happy to be living in a newly handed-over solidarity house. The house cost 60 million VND to build, funded by local donors. "For many years, we have been living in a makeshift house that was in danger of collapsing at any time. I am very happy to have received support to build the house, thank the government and donors for their help. Now that we have a new, clean and beautiful house, we will work hard to rise up," Mr. Ut shared.

Once a poor household receiving housing support from the Provincial Police, Ms. Danh Thi Trinh, residing in Vinh Hoa commune, now feels more secure in developing her family's economy . "Having a new house, my family encourages each other to work hard, develop the economy, and strive to rise up," Ms. Trinh said.

Accompanying for sustainable poverty reduction

According to the results of statistics and review of poor and near-poor households, in 2022, Vinh Hoa commune had 810 poor households, accounting for 8.35%; 427 near-poor households, accounting for 4.4%. By 2025, Vinh Hoa commune had only 308 poor households, accounting for over 3%, and 240 near-poor households, accounting for nearly 2.4%. To achieve this result, in addition to implementing support policies and integrating investment resources, the locality also exploited its strengths, selected suitable crops and livestock, helping people develop economic models and escape poverty. According to the People's Committee of the commune, the survey showed that the biggest barrier for poor and near-poor households was the lack of investment capital for economic development and limited application of science and technology. The People's Committee of the commune directed relevant sectors to proactively coordinate with units to implement capital support solutions, transfer of science and technology, vocational training, etc.

Although positive results have been achieved, according to the assessment of the functional sector, due to production practices as well as challenges from natural conditions, the poverty reduction results in the commune are not sustainable, the poverty reduction rate has not reached expectations. To achieve the commune's poverty rate below 2% in the coming time, Vinh Hoa commune continues to propagate and mobilize to change awareness, eliminate the mindset of waiting and relying on the support policies of the State. Carry out well the work of investigation, review, assessment, and classification of poor and near-poor households every year, as a basis for building and effectively implementing appropriate programs, projects, plans, and solutions to support poverty reduction.

“The commune will take advantage of investment capital from national target programs, funding sources from businesses and philanthropists at home and abroad to invest in building essential infrastructure to serve production and life, and build houses for poor and near-poor households so that they can feel secure in production and stabilize their lives. At the same time, promote research, application and transfer of advanced and modern scientific, technical and technological advances into production to change farming practices, improve intensive farming, increase crops, increase productivity and quality of agricultural products, considering this a key solution to reduce poverty quickly and sustainably…”, Vice Chairman of Vinh Hoa Commune People’s Committee Nguyen Van Ut Thuong said.

The story of poverty reduction in Vinh Hoa is considered the sweet fruit of the determination of the Party Committee, the government and the efforts and struggles of the local people to escape poverty. This is also the driving force for Vinh Hoa to make a positive change in building a prosperous and happy life for the people.
