According to statistics from 6am to 3pm on September 28 by the Ministry of Construction, a total of 186 flights were affected by storm No. 10.

The Ministry of Construction has just released information on the traffic situation in the provinces and cities where storm No. 10 (Bualoi) will make landfall.

According to statistics from the Ministry of Construction, as of 1:00 a.m. on September 28, storm No. 10 is about to make landfall. The routes currently blocked by traffic include: National Highway 8C ( Ha Tinh province) has a deep ravine at Km133+304 flooded with an average depth of 60cm, causing traffic jams. The unit has arranged barriers, signs, and guards at both ends to ensure traffic safety; it is expected to reopen to traffic by 7:00 p.m. on September 28.

Due to the impact of storm No. 10 and heavy rain, the area from Thanh Hoa to Da Nang has had heavy rain and strong winds, affecting the infrastructure of the Hanoi - Ho Chi Minh City railway line.

Specifically, at Km466+610 (south of tunnel 5, Lac Son-Le Son section), rocks fell from a high mountain onto the railway at rail bridge 50, breaking a sleeper and deforming a 12.5m long rail on the right side of the route.

At tunnel No. 6 (Km725+210), a large section of the stone tunnel wall at compartment 18 (left of the route) was blown off, rocks and mortar fell down, causing a risk of widespread landslides, making it unsafe for train operation. The unit blocked the section to organize rescue, closed the road at 1:00 p.m. on September 28, and restored the road at 2:20 p.m. the same day.

In addition, many compartments have water seeping in, flowing strongly on the walls and vaults of the tunnel. Prolonged heavy rain, accompanied by thunderstorms, has damaged equipment at many railway signal information locations.

Regarding the aviation sector, on September 27, the Civil Aviation Authority of Vietnam decided to close Dong Hoi Airport (Quang Tri province) from 13:00 to 22:00 on September 28; Tho Xuan Airport (Thanh Hoa province) from 22:00 on September 28 to 7:00 on September 29; Phu Bai International Airport (Hue city) from 8:00 to 14:00 on September 28; Da Nang International Airport from 6:00 to 11:00 on September 28.

Based on the assessment of the storm on September 28, the Civil Aviation Authority decided to allow Da Nang International Airport to reopen from 10:00 a.m. on September 28 (one hour earlier than the announcement on September 27), and at the same time adjust the suspension time for receiving aircraft at Phu Bai Airport to 5:00 p.m. on September 28 and at Dong Hoi Airport to 3:00 a.m. on September 29.

According to statistics from 6am to 3pm on September 28 by the Ministry of Construction, a total of 186 flights were affected by storm No. 10 and no damage to people or facilities in the aviation sector has been recorded.

Specifically, Da Nang International Airport had 8 cancellations, 51 delays, 6 flights diverted to alternate airports, and 17 flights on hold; Phu Bai International Airport cancelled 28 flights; Dong Hoi Airport cancelled 2 flights; Tho Xuan Airport had 4 cancellations and 6 flights departed early. In addition, aviation units coordinated to change flight routes to avoid the storm for 64 flights.
