According to the Department of Dyke Management and Natural Disaster Prevention and Control, as of 7:00 a.m. on October 14, basically all areas that were no longer flooded were supplied with water through the clean water supply system or used well water and river water for cleaning and sanitation; however, some communes and wards in the suburbs of the old Thai Nguyen city had not yet been supplied with water.

Floods caused 83 dike incidents

Due to the impact of floods after storm No. 11, 83 dike incidents were caused (Thai Nguyen 8; Bac Ninh 66; Hanoi 9), an increase of 24 incidents compared to October 13 because Bac Ninh reviewed and added incidents that occurred from October 8 to October 10 (3 dike slope landslides, 4 sloughing incidents, 1 leak incident, 6 seepage incidents, 4 dike overflow incidents, 6 culvert incidents). Localities have handled the first hour of the incidents, some seepage and water leakage incidents continue to be closely monitored.

Regarding power-related incidents, there are still 550,805 customers without power in Thai Nguyen, Bac Ninh , Cao Bang, and Lang Son provinces; 525,311 customers have been restored; 25,494 customers are still without power. In Bac Ninh province alone, 17,254 customers are still without power.

In Thai Nguyen, the level 2 dedicated data transmission network (from province to commune) lost connection due to power outage at 22/92 points.

There are still 3,188 flooded houses (Bac Ninh 1,587 houses, Hanoi 1,503 houses, Phu Tho 98 houses), a decrease of 9,046 houses compared to the morning of October 13. Localities are continuing to review and summarize the recovery work.

Floods have caused estimated damage of over VND8,720 billion (Lang Son VND1,050 billion, Cao Bang VND2,000 billion, Thai Nguyen VND4,000 billion, Bac Ninh VND1,670 billion), figures unchanged from the morning of October 13.

Previously, on the afternoon of October 13, at Noi Bai Airport (Hanoi), the Department of Dyke Management and Natural Disaster Prevention and Control received emergency international aid from the Japan International Cooperation Agency (JICA) for people affected by natural disasters in Bac Ninh, including 40 water filtration devices, 5,100 sets of blankets, 1,000 plastic water tanks and 50 multi-purpose plastic sheets. The aid will be delivered to Bac Ninh province on the morning of October 14.

Heavy rain in many areas

According to the National Center for Hydro-Meteorological Forecasting, from the morning of October 14 to the end of October 15, the Northern Delta region and the provinces from Thanh Hoa to Ha Tinh will have moderate rain and thunderstorms with common rainfall of 30-60mm, locally heavy rain over 120mm; the midland and mountainous areas of the Northeast will have showers and thunderstorms with common rainfall of 20-40mm, locally heavy rain over 80mm.

In Hanoi area, from the morning of October 14 to the end of October 15, there will be rain, moderate rain and thunderstorms with rainfall of 30-60mm, locally heavy rain over 90mm.

"Thunderstorms in the areas are likely to cause tornadoes, lightning, hail and strong gusts of wind. Localized heavy rains can cause flash floods on small rivers and streams, landslides on steep slopes and flooding in low-lying areas," noted Deputy Head of the Weather Forecasting Department Vu Anh Tuan.

Floods on Cau River, Thuong River and Mekong River continue to recede.

The National Center for Hydro-Meteorological Forecasting forecasts that from 9:00 a.m. on October 14 to 9:00 a.m. on October 15, flood levels on the Thuong River at Phu Lang Thuong station will continue to decrease and be above alert level 1; flood levels on the Cau River at Dap Cau station will continue to decrease and be below alert level 1.

Flooding in Thai Nguyen, Bac Ninh provinces and Hanoi city continues in riverside communes and wards, inundation in low-lying areas; risk of riverbank erosion, river dykes and landslides on slopes in the above areas (Real-time warning information on areas at risk of flash floods and landslides is provided online on the website of the Department of Hydrometeorology at: https://luquetsatlo.nchmf.gov.vn and in a separate bulletin warning of flash floods and landslides).

Flood disaster risk warning level 1.

Currently, the flood on Cau River and Thuong River (Bac Ninh) is receding. At 8:00 a.m. on October 14, the water level on Cau River at Dap Cau station was 4.31m, at alarm level 1; the water level on Thuong River at Phu Lang Thuong station was 5.05m, 0.25m below alarm level 2.

The water level at the upstream of the Mekong River continues to fall. By October 18, the highest daily water level on the Tien River at Tan Chau station was down to 3.55m, 0.05m above alert level 1; on the Hau River at Chau Doc station was down to 3.15m, 0.15m above alert level 1; at the downstream stations of the Mekong River, it was down to alert level 1.

Risk of flooding in low-lying areas, riverside areas, and areas outside the dyke in An Giang province and low-lying areas, riverside areas in Dong Thap, Can Tho, and Vinh Long provinces. Be careful of landslides and weak dykes in flooded areas.

River floods inundate low-lying areas along the river, affecting activities such as waterway transport, aquaculture, agricultural production, people's lives and socio-economic activities.
