On the morning of July 3, the Hanoi People's Council conducted a question-and-answer session on a group of issues regarding discipline, order, and responsibility in performing public duties at the city's State agencies.
Mr. Nguyen Ngoc Tuan - Chairman of the Hanoi People's Council said that in recent years, the city has strengthened administrative reform, reorganized the apparatus, improved the investment environment; raised awareness and responsibility of cadres, party members, civil servants and public employees.
Accordingly, the situation of organizing the implementation of economic and social tasks has had positive changes, many difficult problems that have existed for many years have been resolved, and many jobs have changed.
However, there are still opinions and recommendations from voters reflecting that discipline and order in the performance of public duties in some localities and units are still not high and strict. In some places, there are situations of avoiding and pushing away work and responsibilities, showing a mentality of backing down, fear of mistakes and fear of responsibility.

According to Mr. Tuan, this has caused many tasks assigned by the city to be behind schedule and of poor quality. In addition, some officials and civil servants have violated and failed to strictly comply with the discipline, order and task assignments of their agencies and units.
"This is an important and urgent issue that the Standing Committee and the Standing Committee of the City Party Committee are focusing on leading and directing, and needs to be questioned by the City People's Council to review and correctly assess the advantages, shortcomings, and limitations, clearly identify the causes, responsibilities, roadmap, and solutions to promptly correct and overcome in the coming time," Mr. Tuan stated.
Raising a question at the question and answer session, delegate Pham Dinh Doan (Me Linh group) was concerned about some recent administrative reform indexes of Hanoi City falling in rank compared to other provinces and cities.
“It is impossible that the qualifications of officials and civil servants at all levels in the capital are lower than those in the provinces and cities. So why has our ranking dropped?”, Mr. Doan wondered.
Faced with the above situation, the Me Linh group delegate asked the leaders of the Hanoi People's Committee to answer the question "Does the city have a training program or an evaluation index for officials and civil servants who "not only work with knowledge but also work with heart?"

Responding to questions, Mr. Ha Minh Hai - Vice Chairman of Hanoi People's Committee said that the City People's Council today questioned important contents, which are both breakthroughs and bottlenecks hindering development.
Agreeing with the delegate's opinion, Mr. Ha Minh Hai said that the root of the problem of administrative procedure reform is still people. Among them, there are a group of problems related to knowledge, qualifications, capacity, skills in implementing work and working attitude of officials and civil servants.

In practice, the Vice Chairman of the Hanoi People's Committee said that if officials and civil servants have a good attitude and service spirit, many people and businesses are willing to listen, support, and work together to resolve difficulties and problems in the process of handling administrative procedures.
In order for officials to "work with their hearts", Mr. Ha Minh Hai said, the city always determines that civil servants must work according to "3 principles, 7 efforts".
The first principle is to respect the law but also to always listen. At the same time, to have a good attitude in serving the people and businesses. That is, civil servants must work according to the Constitution and the law, but must always listen because in practice there are many problems and shortcomings.
