Soon issue a legal framework for pilot implementation of the crypto asset market

(NLDO) - In the Resolution on questioning at the 9th Session, the National Assembly requested to soon study and promulgate a legal framework on piloting the crypto asset market.

At the meeting, with the majority of delegates voting in favor, the National Assembly passed the Resolution on questioning at the 9th Session.

The National Assembly unanimously assessed that after 1.5 days of serious and responsible work, with the spirit of innovation, accompanying the Government , promoting accountability, the question and answer session at the 9th Session was a great success, attracting the attention of voters and people nationwide.

The National Assembly basically agreed with the solutions and commitments that the Minister of Finance, the Minister of Education and Training and other members of the Government reported at the question-and-answer session.

The National Assembly requested the Government, the Prime Minister, ministries, ministerial-level agencies and relevant agencies to focus on implementing solutions to overcome existing problems and limitations, improve the effectiveness of state management, and create strong changes in the areas being questioned.

Early pilot implementation of crypto asset market in Vietnam

Regarding the financial sector, the National Assembly requires strengthening discipline, improving the effectiveness and efficiency of state budget revenue and expenditure management; striving to increase state budget revenue in 2025 by over 15% compared to the estimate. Strongly developing capital mobilization channels from the capital market; in 2025, fully preparing the conditions to upgrade the stock market to an emerging market.

Early research and promulgation of a legal framework for pilot implementation of the crypto-asset market in Vietnam. Allocate state budget resources to implement the Politburo's Resolutions on science, technology, innovation, private economic development, law making, organizational arrangement, tuition fee exemption and reduction, and hospital fee exemption.

Review and remove obstacles and difficulties, speed up the disbursement progress of public investment capital, and strive for the disbursement rate in 2025 to reach 100% of the plan.

Research, supplement, and perfect tax mechanisms and policies to support increased purchasing power, stimulate domestic consumption and tourism. Promote decentralization, decentralization, digital transformation, reform, cut, and simplify administrative procedures in investment, production, and business, and drastically reduce legal compliance costs.

Early completion and operation of the "National Investment One-Stop Portal"; in 2025, carry out business-related procedures in the electronic environment; 100% of administrative procedures are carried out regardless of administrative boundaries within the province.

Fully institutionalize and effectively implement Resolution No. 68-NQ/TW of the Politburo on private economic development and Resolution No. 198/2025/QH15 of the National Assembly on a number of special mechanisms and policies for private economic development. Study and propose amendments to the Law on Support for Small and Medium Enterprises. Strive to have the private economic sector's contribution to GDP reach 51-52% by 2025. Complete the legal framework for new economic models, technology-based businesses and digital platforms.

Implement solutions to support business households and individuals in conveniently converting from the tax lump-sum method to tax payment according to the law on tax management. Promote propaganda, training, consulting, and raising awareness of new tax policies and subjects applying electronic invoices so that business households, individual businesses, and enterprises understand the policy correctly, and encourage business households to convert into enterprises. In 2025, promote the application of electronic invoices for subjects in industries and fields according to regulations. Promote the spirit of entrepreneurship, start-ups, and innovation in the whole society.

Develop a selective FDI attraction policy, prioritizing high-tech enterprises with high added value, environmentally friendly, committed to technology transfer and linkages with domestic enterprises; encourage FDI enterprises to promote training, improve Vietnamese labor capacity, and implement research and development activities in Vietnam. Resolutely handle FDI projects that cause environmental pollution, inefficient land use, prolonged business losses, and failure to implement or fulfill investment commitments.

Continue to research and perfect regulations on extra teaching and learning.

In the field of education and training, continue to review and improve mechanisms, remove bottlenecks in higher education institutions; review, amend and ensure consistency between the Law on Education, the Law on Higher Education and the Law on Vocational Education. Improve the effectiveness of state management, the quality of education and training, continue to innovate and improve the model of higher education governance. Strengthen decentralization, decentralization, promote university autonomy associated with self-accountability; encourage financial autonomy, with reasonable additional investment from the state budget. Develop breakthrough mechanisms and policies to invest in the development of national universities, regional universities and key higher education institutions on par with higher education institutions in advanced countries.

Propose mechanisms, policies, and mobilize resources to effectively implement the Planning of the network of higher education and pedagogical institutions for the period 2021 - 2030, with a vision to 2050, ensuring focus and key points, consistent with the needs of training human resources by region, area, and area, and human resources for new science and technology sectors. Promptly amend, supplement, and perfect regulations on scientific, technological, and innovation activities in higher education institutions....

Continue to research, perfect legal regulations, provide guidance, disseminate and communicate more clearly about extra teaching and learning. Improve teaching methods and forms; strengthen the development of open learning resources, apply artificial intelligence, digital transformation and smart teaching equipment, improve the quality of teaching and learning, and students' self-study capacity.

Innovate methods and forms of testing, evaluation, and rewards in the direction of developing learners' qualities and capacities, ensuring substance, and combating the disease of achievement in education.
