Visiting young volunteers supporting the operation of the two-level local government in Minh Chau island commune (Hanoi), First Secretary of the Central Youth Union Bui Quang Huy said that it is possible to replicate the "two services" model of this island commune.

On July 7, after the national launching ceremony of youth volunteer teams supporting the operation of two-level local governments and providing online public services at the grassroots level, the Central Youth Union Secretariat visited, presented gifts and surveyed youth activities in Hanoi and Thai Nguyen.

Go to people's homes to help with paperwork

Mr. Bui Quang Huy, alternate member of the Party Central Committee, First Secretary of the Central Youth Union, visited and presented gifts to volunteers at the Public Administration Service Center of Hai Ba Trung Ward, Hanoi City.

Here, Mr. Huy heard a report on the activities of the youth volunteer team. According to Ms. Mai Anh, Secretary of the Hai Ba Trung Ward Youth Union, the youth volunteer team participating in supporting the operation of the 2-level local government of Hai Ba Trung Ward currently has 25 members, mainly students in the ward.

Volunteers are assigned to take turns working at public administrative service points to assist with tasks such as taking queue numbers, filling out forms, and parking.

Ms. Mai Anh also said that the Ward Youth Union continues to recruit and train volunteers to promote mobile teams to residential areas, propagate and guide people to use online public services, so that they can complete procedures at home.

Mr. Tung said that currently, the commune has 142 union members who are being mobilized in shifts and groups to carry out the task of mobilizing and supporting people to the maximum extent when doing administrative procedures as well as electronic identification.

Specifically, the Commune Youth Union is operating a "two-service" model, that is, during the day, the Commune Youth Union arranges two groups of volunteers to be on duty at the Commune People's Committee headquarters to support people coming to do procedures; in the evening, the Commune Youth Union increases youth groups to go with village officials to each household to mobilize the installation of digital applications and guide administrative procedures, if any, so that people can self-declare at home and only go to the commune to get the results.

Speaking at the program, Mr. Bui Quang Huy highly appreciated the "two services" support model of the Commune Youth Union and said that he will popularize this model to provinces and cities for replication.

On the same day, a working delegation of the Central Youth Union led by Mr. Nguyen Minh Triet, Secretary of the Central Youth Union, President of the Central Vietnam Student Association, visited and encouraged the youth volunteer teams performing their duties in Tich Luong Ward and Phan Dinh Phung Ward, Thai Nguyen Province.

In the two localities, youth volunteer teams including union members, local youth, ward police officers, students of Luong Ngoc Quyen High School and students of Thai Nguyen University have synchronously deployed many practical tasks.

Speaking at the meeting, Mr. Nguyen Minh Triet highly appreciated the proactive, responsible and creative spirit of Thai Nguyen youth. Mr. Triet affirmed that the timely and effective participation of youth volunteer teams is a vivid proof of the vanguard role of youth in administrative reform and national digital transformation.

Mr. Triet suggested that the Standing Committee of Thai Nguyen Provincial Youth Union continue to replicate effective models; ensure depth and sustainability throughout the campaign. Special attention should be paid to densely populated areas as well as remote areas, where people still face many difficulties in accessing information technology and online public services.

"The activity is not only practical support but also demonstrates the long-term commitment of the Youth Union in accompanying the government and people to build a friendly - modern - serving government for the people," Mr. Triet affirmed.
