
Implementing the plan of the City Police, the Traffic Police Department ( Hanoi City Police) has directed local units to deploy storm prevention and control plans according to the "4 on-site" motto: On-site command, on-site forces, on-site means, on-site logistics; increase patrols and controls, especially in key areas, main traffic routes, points at risk of flooding, fallen trees, temporary houses, etc.
Colonel Tran Dinh Nghia, Head of the Traffic Police Department (Hanoi City Police) requested that the teams' commanders focus on implementing prevention work, being ready to respond to super typhoon Ragasa and other types of natural disasters and incidents that may occur, with the most drastic spirit, early and from afar. Plans are raised to the highest level, anticipating bad scenarios to ensure the safety of people's lives, limit property damage, and avoid being passive and surprised.
On September 24, on road traffic routes, patrol forces coordinated with local police and authorities to inspect, propagate, and guide people to tie down houses, remove umbrellas, signs, and items at risk of being swept away by the wind; support to clear the flow, ensure drainage, proactively divert traffic, and warn to ensure safety for people and vehicles.

The waterway traffic police force arranged working groups to inspect passenger terminals, floating houses, and vehicles anchored on the Red River. In areas with many households exploiting aquatic products such as Bat Trang commune, Vinh Thanh commune, and Hong Ha ward, officers and soldiers directly propagated and supported safe anchoring, and asked not to stay on the vehicle when the storm hit.
Deputy Director of Hanoi City Police Nguyen Tien Dat said that he has requested the city police units to strengthen traffic control, promptly divert traffic, put up danger warning signs, and resolutely not allow people and vehicles to circulate in dangerous areas; mobilize maximum forces to support people, especially vulnerable groups such as the elderly, children, wounded soldiers, etc.; promptly detect and strictly handle acts of taking advantage of natural disasters to violate the law.
The Deputy Director of the City Police also directed the heads of units to directly command and take the highest responsibility for the safety of the people and officers and soldiers in the area and field under their charge; postpone unnecessary meetings to focus on response work; strictly organize combat readiness work, on-call work and ensure timely and smooth information reporting in all situations.
