In addition, the commune and ward police shall coordinate with the traffic police to ensure traffic order and safety in the commune and ward. The coordination with the traffic police to ensure traffic order and safety must comply with the provisions of law and instructions from the superior police.

Article 3 of Decree No. 27/2010 stipulates that the mobilization of other police forces and commune and ward police to coordinate with the road traffic police to participate in patrolling and controlling road traffic order and safety shall only be carried out in necessary cases and decided in writing by competent authorities. In case there is no traffic police accompanying, other police forces and commune and ward police will conduct patrols and controls according to plans approved by competent authorities.
Commune and ward police are allowed to independently patrol and control traffic, but must follow plans and decisions issued by higher-level police in advance. They are not allowed to organize patrols or handle matters on their own.
Commune and ward police are only allowed to patrol and control inter-commune and inter-village roads... within their management areas and handle violations of traffic order and safety. It is strictly forbidden for commune police to stop and control vehicles on national and provincial highways.
Commune and ward police have the right to handle the following acts: driving a motorbike without a helmet, carrying more people than the prescribed number, carrying bulky goods, parking on the roadside against regulations. Driving a vehicle at high speed, weaving, swerving, violating road traffic safety corridors...
When handling violations, police officers on duty have the right to issue warnings and fines of up to VND500,000 for violations in the field of road and railway traffic.
The ward police chief has the authority to issue warnings, fines up to 2.5 million VND, and confiscate exhibits and vehicles with a value not exceeding 5 million VND.
