Announcing emergency situation at Ma River dike

(Dan Tri) - Thanh Hoa province has announced an emergency situation with a very high risk of causing insecurity and instability for the left dike of the Ma River, through Vinh An commune (Vinh Loc).

On September 26, according to information from the People's Committee of Thanh Hoa province, this locality issued a decision to declare an emergency situation regarding the damage to No Thon culvert, K26+711 on the left dike of Ma river, Vinh An commune, Vinh Loc district. According to the People's Committee of Thanh Hoa province, from September 21 to 23, Thanh Hoa province had moderate to heavy rain, some places had very heavy rain and thunderstorms. Rivers in Thanh Hoa province had a flood.

Due to the impact of heavy rain and floods on the Ma River, the No Thon sluice at K26+711 on the left-hand dike of the Ma River, Vinh An Commune, Vinh Loc District, had an incident at the downstream wall of the sluice (river side); the incident created a deep hole with a diameter of about 70cm and a depth of about 2m. When the Ma River water level rose, water from the incident location seeped through and flowed back into the upstream sluice to the fields. This is the location of the construction that has been damaged since previous years. In 2024, the People's Committee of Vinh Loc District developed a key plan for flood and storm prevention at the district level. Currently, the situation of rain and floods is very complicated and unpredictable. The incident on the downstream wall of the No Thon sluice has a very high risk of causing insecurity and instability for the left-hand dike of the Ma River through this area, threatening the lives and property of the state and people. To ensure the safety of people and property, the Chairman of the People's Committee of Thanh Hoa province assigned the People's Committee of Vinh Loc district to take warning measures, put up signs warning of construction incidents, divert traffic, prohibit motor vehicles from running on the dike through the incident area; closely monitor the incident's developments, promptly report when dangerous situations occur; widely announce on mass media so that people know and proactively respond.

The People's Committee of Vinh Loc district urgently implements the key protection plan for flood and storm prevention and control of the project that has been built and approved, ensuring absolute safety for the left-hand dike of the Ma River; especially being ready to organize evacuation and relocation of affected households, agencies and offices when a situation occurs; implementing appropriate reinforcement measures to limit the development of incidents to ensure safety for the dike. The People's Committee of Thanh Hoa province assigns relevant departments, branches and local units to coordinate, monitor the incident's developments, guide the organization of handling arising situations (if any); inform and warn about the above emergency situation so that people know and proactively prevent it; advise and report to competent authorities to consider and decide on financial support to handle the No Thon culvert damage incident, ensuring long-term stability.
