According to the bulletin of the National Center for Hydro-Meteorological Forecasting, the flood on Thao River (Lao Cai) at Yen Bai station is rising rapidly, the water level at 11pm on September 29 was 33.13m, 1.13m above alert level 3. The flood on Thao River is forecast to continue rising above alert level 3 by 2-2.6m.
To proactively respond to major floods, the National Steering Committee for Civil Defense requested ministries, branches and People's Committees of Lao Cai and Phu Tho provinces to closely monitor the developments of floods and rains; promptly inform authorities at all levels and people to proactively prevent and avoid them.
The People's Committees of Lao Cai and Phu Tho provinces proactively direct the organization of emergency evacuation of people in low-lying areas, riverside areas at high risk of flooding, and areas at high risk of landslides to safe places; organize patrols, guard, deploy flood prevention plans, ensure dike safety according to the alarm level; prepare forces, materials and means to handle incidents at the first hour, ensure the safety of the dike system.
Along with that, organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deep flooded areas, fast-flowing water areas, areas where landslides have occurred or are at risk of landslides; resolutely not allow people and vehicles to pass if safety is not ensured, not to let unfortunate human losses occur due to carelessness and subjectivity; arrange forces, materials, and vehicles to overcome incidents, ensuring smooth traffic on main traffic axes when heavy rain and flooding occur.
The above localities are ready with rescue forces and means to respond when requested, and at the same time direct local radio and television stations to increase information on developments of rain, floods, and reservoir discharges to people and authorities at all levels to proactively prevent; specialized agencies coordinate with local television stations and media agencies, especially at the grassroots level to propagate, disseminate, and guide people to proactively respond to minimize damage. At the same time, organize serious on-duty shifts and regularly report to the National Civil Defense Steering Committee (through the Department of Dike Management and Disaster Prevention - Ministry of Agriculture and Environment).
On the same day, the National Civil Defense Steering Committee issued Document No. 08/BCĐ-BNNMT to the Ministry of Industry and Trade, Lao Cai Provincial People's Committee, and Director of Thac Ba Hydropower Joint Stock Company on the operation of Thac Ba Hydropower Reservoir to ensure safety of the project and downstream.
Accordingly, due to the impact of storm No. 10, there was heavy rain in the Thac Ba lake basin, the flow to the lake at 10:00 p.m. on September 29 was 4,110 m3/s, the upstream water level was 57.54 m, 0.46 m lower than the normal water level and the development of rain and floods is still complicated.
To ensure the safety of the project and the downstream area of Thac Ba Hydropower Reservoir in the face of complicated developments of floods and rains, the National Civil Defense Steering Committee requested the Ministry of Industry and Trade to direct functional units to closely coordinate with localities, guide and supervise the Owner of Thac Ba Hydropower Reservoir in the operation to ensure compliance with procedures and related regulations.
Lao Cai Provincial People's Committee directed departments, branches and localities to coordinate with the reservoir owner to immediately deploy measures to closely inspect and monitor the reservoir operation process and deploy plans to ensure downstream safety; proactively inform and promptly warn local authorities and people in downstream areas to proactively respond; prepare forces, means and materials to be ready to handle unusual situations, ensuring absolute safety for works, lives and property of people in downstream areas of the reservoir.
The Director of Thac Ba Hydropower Joint Stock Company is responsible for operating according to the process and takes full responsibility if any incident occurs that causes unsafe construction or damages to people or property in the downstream area.
