Continuing the working program, on the morning of October 2, the Congress discussed and contributed opinions to the draft documents of the Central Committee to be submitted to the 14th National Party Congress.

The Congress approved the Political Report and the Review Report of the 11th Central Military Commission, term 2020 - 2025; discussed documents of the Central Military Commission; discussed and contributed opinions to draft documents of the Central Committee and elected 48 comrades (45 official delegates, 3 alternate delegates) and 16 ex-officio delegates currently working in the Army to attend the 14th National Congress of the Party.

The Congress highly agreed with the documents of the Central Military Commission submitted to the Congress, focusing on the main directions, goals, breakthroughs, tasks, and solutions to lead the implementation of military and defense tasks, and build a "clean, strong, comprehensive leadership capacity, and high combat strength" Army Party organization in the 2025-2030 term.

The Congress highly agreed with the draft documents of the Central Committee to be submitted to the 14th National Congress of the Party. The documents were elaborately constructed, absorbing reasonable contributions, crystallizing the wisdom, will and aspirations of the entire Party, people and army; the structure was tight and scientific, the content was strategic and highly general, with theoretical and practical bases suitable to the international and domestic situation.

The Congress passed the Resolution of the 12th Army Party Congress, term 2025 - 2030; identified 9 main goals, 3 breakthroughs, 10 tasks, solutions for leadership in implementing military and defense tasks and 7 tasks, solutions for building the Army Party Committee, term 2025 - 2030. The Congress Resolution determined the goal of building a "revolutionary, disciplined, elite, modern" Army one term earlier than the Resolution of the 11th Army Party Congress.

The Congress assigned the Central Military Commission to lead and direct the development of an Action Program to implement the Congress Resolution, organize a prompt announcement of the Congress results; Party committees and leading cadres at all levels in the entire army focused on leading, directing, and closely organizing the dissemination, study, and implementation of the Resolution and Action Program of the Congress, quickly bringing the Resolution of the 12th Military Party Congress into life.

The results and success of the 12th Military Party Congress will contribute to the success of the 14th National Party Congress; motivate officers and soldiers of the entire army, militia and self-defense force nationwide to strive to excel and excellently fulfill all tasks entrusted to them by the Party, State and people; firmly protect the Fatherland, contribute to maintaining a peaceful and stable environment to build and develop a prosperous and happy country in the new era.

In his closing speech at the Congress, General Secretary To Lam, Secretary of the Central Military Commission, emphasized that the 12th Congress of the Military Party Committee for the 2025-2030 term had completed all of its proposed contents. The Congress focused on democratic, lively discussions, and frankly contributed many opinions to the draft documents of the Central Military Commission at the Congress.

Through that, it has been affirmed that in recent years, under the absolute direct leadership in all aspects of the Party, the centralized and unified management and administration of the State, the Party Committee of the Army has led the entire army to achieve many outstanding achievements in all fields, especially the tradition of solidarity, exemplary, unity in ideology and action, creating a solid foundation for the army. Many fields have made breakthroughs in development, especially breakthroughs in development of science, technology and defense industry with the success of researching and manufacturing many types of new weapons and equipment, meeting the requirements of building a modern army, the needs, ensuring that the people's armed forces complete many special tasks of the army.

The General Secretary stated that the policies and decisions adopted by the Congress are important orientations for the Party Committee of the Army and the entire Army to strive to build a clean, strong, comprehensive, exemplary, and representative Party Committee of the Army, to build a revolutionary, disciplined, elite, and modern People's Army; to enhance national defense strength, firmly protect the independence, sovereignty, and territorial integrity of the Fatherland, and to contribute to building a peaceful, prosperous, prosperous, civilized, and happy country, steadily moving towards social justice. In particular, the Congress opened a new chapter in the cause of building the Army, consolidating national defense in a modern direction so that the Army can increasingly develop strongly, always be the absolute, loyal, and trustworthy political and fighting force of the Party, State, and people, and be the solid core of the all-people national defense and the cause of protecting the Fatherland.

The General Secretary was pleased to announce to all cadres, party members, masses in the entire army, militia and self-defense forces and people nationwide: The 12th Congress of the Party Committee of the Army, term 2025-2030, was a great success.

The General Secretary affirmed that the success of the Congress was the result of the meticulous and serious preparation process of the Central Army, the functional agencies of the Central Military Commission, the Ministry of National Defense, the contributions of efforts and intelligence of all levels, branches, all cadres, party members, the masses, the precious sentiments of the people of the whole country, especially the direct and profound leadership and direction of the Politburo, the Secretariat and the guidance, monitoring and assistance of the Central agencies throughout the preparation process for the Congress.

The 12th Congress of the Party Committee of the Army, demonstrating the high unity of will and belief of the Party Committee of the Army and the entire army, is a strong driving force to encourage officers, soldiers, professional soldiers, workers, defense officials, laborers of the entire army, militia and self-defense forces of the whole country to strive to rise up, overcome all difficulties and challenges, unite, be of one mind, one heart, one effort to build the Army to progress rapidly, strongly and firmly on the journey of modernization. With the highest political will and determination after the Congress, the General Secretary requested that Party committees and commanders at all levels focus on leading, directing, and organizing well the dissemination and propaganda of the results of the Congress in the Party Committee of the Army and the entire army. The relevant parties should closely study, learn, and thoroughly grasp the Resolution of the Congress documents, complete and promptly issue action programs and plans at each level, and systematically implement the Resolution of the Congress; immediately bring the Resolution to units, each officer and soldier in the entire army, making the Resolution truly vital, ensuring that the policies and decisions of the Congress are quickly realized in reality with the best, most vivid, and most effective results.
