There are still 39,746 people who have quit their jobs and have not been paid according to the prescribed policy.

On September 30, Deputy Prime Minister Ho Duc Phoc signed a dispatch from the Prime Minister on handling existing problems and difficulties in implementing two-level local government.

The Prime Minister requested to handle existing problems and obstacles in implementing two-level local government.

The dispatch clearly stated that, in implementing the 2-level local government model, there are still some problems and shortcomings such as 16,009 real estate facilities that need to be arranged, 299 communes do not have cars, 18 communes have not been able to open treasury accounts, 32 communes have not been paid August salaries, many communes have not been able to arrange chief accountants, 39,746 people have not been paid expenses according to the policies prescribed in Decree 178/2024/ND-CP, Decree No. 67/2025/ND-CP of the Government .

Along with that, many decrees and circulars chaired by the Ministry of Finance are still slow to be issued.

Therefore, the Prime Minister requested the Ministry of Finance to resolutely and urgently direct the People's Committees of provinces and cities, the State Treasury and relevant units to immediately arrange chief accountants for communes, wards and special economic zones that are still lacking; register to open salary payment accounts and make payment according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP of the Government, to be completed before October 5.

Along with that, inspect, direct, and guide the arrangement of working headquarters and public assets to avoid loss and waste; provide cars for communes, wards, and special zones that are lacking (transfer or purchase new ones according to regulations).
