There is even initiative, flexibility and effective response and resolution. This is proven when the city's economy in the past 8 months has many positive signals. In addition to industries such as food, mechanics, electronics, and textiles still playing a pivotal role, the city has taken advantage of the opportunity to shift the global supply chain to attract investment in high-tech sectors, especially semiconductors, artificial intelligence, and renewable energy. These are the main drivers of the city's economic growth.

Meanwhile, financial investment, services and trade have all grown strongly, reflecting the ability to absorb capital in large projects, typically Ring Road 3, Metro Line 2, Ho Chi Minh City - Moc Bai Expressway, Tham Luong Canal renovation... This not only solves infrastructure congestion but also opens up new development space to help connect better with localities. The "phenomenon" of businesses leaving the market is still increasing, the number of newly established businesses is decreasing is an issue that needs attention, but reflects another positive aspect: the natural selection of the market (small businesses, lacking capacity leave the market; businesses with scale and competitiveness rise up)...

With the growth momentum of the above 9 months, the remaining months of the third quarter will be the final sprint for the "finish line" of 2025. Therefore, the limitations must be "closed" as in the fiscal structure - public spending is still unreasonable, so priority should be given to investment spending on production development in addition to restructuring public spending; further speed up the progress of key projects; closely coordinate with the provinces of the Southern key economic region to form a modern logistics ecosystem, seaports, and airports.

At the same time, promote the private economic sector, focusing on policies to mobilize private participation in key infrastructure projects such as highways, railways, energy, and national defense and security industries, while paying special attention to small and medium-sized enterprises through administrative procedure reform, expanding access to credit, and building startup support centers.

On the other hand, we need to make more efforts to diversify export markets, possibly promoting trade to new markets such as India, the Middle East, and Africa; coordinating with national policies, controlling price indexes, being cautious with real estate credit; supporting capital for manufacturing, processing, technology, and export. Continuing to stimulate consumption and services with promotional programs, developing tourism , supporting credit for private consumption, especially in the last months of the year.
