Ho Chi Minh City assigns 1,900 contract targets to solve the problem of teacher shortage

On September 29, at the 4th session (special session), the 10th term People's Council of Ho Chi Minh City decided on the number of contracts to perform professional and technical work in public service units with regular expenditure guaranteed by the State in the field of education in Ho Chi Minh City for the 2025-2026 school year.

Accordingly, the number of contracts to perform professional and technical work in public service units with regular expenditure guaranteed by the State in the education sector in Ho Chi Minh City in the 2025-2026 school year is 1,928 targets.

The Ho Chi Minh City People's Committee said that public educational institutions in group 4 are seriously lacking in both teachers and staff. In the 2024-2025 school year, public educational institutions in Ho Chi Minh City will not be assigned contract quotas according to the provisions of Decree 111/2022, while provinces such as Binh Duong and Ba Ria - Vung Tau are still allocated quotas.

Ho Chi Minh City is currently short of more than 800 teachers of specialized subjects such as Music and Fine Arts; more than 600 staff in accounting, clerical, librarianship, healthcare , psychological counseling, IT, etc.

Although Ho Chi Minh City has issued a plan to recruit 5,696 civil servants for the 2025-2026 school year, the recruitment process requires at least 45 days, while the new school year has already begun. In addition, many shortcomings in the previous recruitment hierarchy such as uneven distribution, professional barriers, only allowing one registration... have led to low recruitment efficiency.

Faced with that situation, the Ho Chi Minh City People's Committee proposed that the City People's Council temporarily assign 1,928 short-term contract positions (according to Decree 111) to promptly meet the demand for educational human resources.

Of which, area 1 has 165 targets, area 2 has 997, area 3 has 709 and the units under the Department have 57 targets. The contract implementation period is from September 1, 2025 to May 31, 2026, the funding is taken from the city budget and commune budget, ensuring compliance with the State Budget Law.

This proposal aims to stabilize the teaching staff and ensure teaching quality in the context of rearranging administrative boundaries and organizing two-level local government.
