Da Nang has the advantage to lead the region in blockchain

On August 29, the People's Committee of Da Nang City coordinated with the Central Policy and Strategy Committee to organize the Vietnam Blockchain Festival 2025, within the framework of the Da Nang Finance and Technology Week 2025.

Blockchain is now considered a strategic technology, creating digital trust, promoting transparency and efficiency in the digital economy . Vietnam has identified blockchain as one of 11 key technologies, focusing on three spearheads: digital assets and encrypted assets; blockchain network infrastructure; traceability system.

Speaking at the event, Mr. Pham Dai Duong, Deputy Head of the Central Policy and Strategy Committee, emphasized that science and technology are the direct productive forces that determine the position of the country in the digital transformation era. He said that Vietnam has a great advantage from its young, technology-savvy human resources and a fast-growing digital market, capable of making a breakthrough to become the leading country in the region in blockchain application.

Ms. Nguyen Ngoc Anh, General Director of SSIAM, believes that to assert its position on the blockchain map, Vietnam needs to both join forces internationally and exploit its domestic potential. According to her, it is necessary to quickly move from “experimentation to implementation”, considering young human resources as long-term infrastructure for global competition, in which Da Nang plays the role of “central launching pad”.

In fact, Da Nang is concretizing this role with controlled experimental policies, encouraging digital financial models and digital assets. The city was selected by the National Assembly to build an international financial center according to Resolution 222/2025/QH15 (effective from September 1, 2025) with a special mechanism, in which blockchain is the key technology to create a transparent, safe, internationally integrated financial system.

Recently, the People's Committee of Da Nang City has approved the trial of Basal Pay software - a blockchain application in the exchange of crypto assets with fiat money, integrating Travel Rule standards and complying with anti-money laundering (AML) and anti-terrorist financing (CFT) regulations. This is the first solution in Vietnam to combine blockchain with traditional finance according to international standards.

According to Dr. Bruno Wu, Chairman of the Central Bank Electronic Money International Cooperation Organization, Da Nang can become a leader in Asia in digital asset management thanks to the deployment of advanced technology, along with the vision and determination of the city's leaders.
