Da Nang activates all forces to respond to storm No. 12

On October 21, the People's Committee of Da Nang City issued Official Dispatch No. 08/CD-UBND on proactively responding to very heavy rain and storm No. 12.

Due to the influence of storm No. 12, the North East Sea area (including Hoang Sa special zone) has strong winds of level 7-8; the area near the storm's eye has strong winds of level 9-11, gusting to level 13; waves are 3.0-5.0m high, the area near the storm's eye is 5.0-7.0m high. The sea is very rough.

Due to the influence of the storm and cold air combined with the disturbance of the East wind and East wind after the storm, from the night of October 22 to October 27, Da Nang City is likely to experience a very heavy rain over a large area. The total rainfall for the period is commonly 350-600mm, in some places over 800mm. During thunderstorms, there is a possibility of tornadoes, lightning, hail and strong gusts of wind.

Warning: From October 23 to 28, rivers in Da Nang City are likely to experience a flood. Flood peaks on rivers fluctuate between alert level 2 and alert level 3, with some rivers above alert level 3.

Faced with the above situation, the leaders of Da Nang City requested departments, branches, and sectors; Chairmen of People's Committees of communes, wards, and special zones; heads of agencies, units, and organizations to effectively implement Official Dispatch No. 07/CD-UBND dated October 17, 2025 on proactively responding to natural disasters in the next 10 days and weather trends from now until the end of 2025.

In particular, it is emphasized that we must not be negligent or subjective, but must focus on leadership and direction with the most urgent and drastic spirit, proactively prevent and respond at the highest level; organize on-call and timely rescue when situations arise with the motto "4 on-site".

Units and localities regularly update the situation of floods and storms, call on people to proactively respond, stock up on food and essential supplies for at least 3 days to prevent major floods; review and proactively deploy evacuation activities, especially in dangerous areas, areas at risk of deep flooding and landslides, to be completed before 5:00 p.m. on October 22.

The City Military Command, City Police, City Border Guard Command, Department of Agriculture and Environment, People's Committees of coastal communes and wards continue to call on boats to come ashore or find safe shelter; count and strictly manage, maintain communication with boats still operating at sea.

The Da Nang City Border Guard Command will base on storm developments to proactively decide to restrict ships and vehicles from going out to sea, operating at sea, or ban the sea when necessary.

The Department of Construction directed the Drainage and Wastewater Treatment Company to concentrate its forces on inspecting regulating lakes, anti-flood pumping stations, and deep-flooded areas to operate timely and effective anti-flooding; review roads at risk of landslides, immediately deploy safety solutions and warn people in dangerous areas.

Irrigation and hydropower reservoir management units are on duty 24/7, monitoring and checking dam safety, tracking rain and water levels, reporting regularly, operating reservoirs according to procedures, promptly notifying downstream areas, preventing people from entering dangerous areas, and proactively regulating to ensure the safety of dams and residents.

The Department of Education and Training and the People's Committees of communes and wards will proactively decide whether students should stay home from school depending on the actual situation of storms, floods, and the characteristics of each locality.

Before storm No. 12, at Tho Quang fishing port (Son Tra ward, Da Nang city), not only more than 3,500 fishing boats from Da Nang but also hundreds of fishing boats from fishermen from provinces and cities in the Central region came to seek shelter.

To proactively respond to the widespread heavy rain in the coming days, the Da Nang City government is calling on people to remove covers and clear drainage holes in residential areas to ensure drainage.

On the same day, the Da Nang City Military Command also sent a telegram to agencies, localities and units of Da Nang City. In particular, agencies and units organized 100% of their military personnel to perform natural disaster prevention tasks, from 5:00 p.m. on October 22 to 5:00 p.m. on October 30, 2025.

The General Staff Office directed the Standing Militia Squadron to closely coordinate with Naval Region 3 to organize safe anchoring of ships and boats to avoid storms; deployed the 699th T-TG Battalion to develop a plan to be ready to mobilize armored vehicles to handle situations that may arise when ordered.
