On the afternoon of September 26, Vice Chairman of the People's Committee of Da Nang City Tran Nam Hung chaired an urgent meeting on response to storm No. 10 (storm Bualoi), connecting online to all communes, wards and special zones.
According to the Da Nang City Civil Defense Command, from 7 p.m. on September 25 until now, many localities have recorded heavy rainfall, including Tam My commune 83.6mm, Ba Na 76.6mm, Tien Phuoc 74mm, Hiep Duc 69.4mm... Other areas have had moderate to light rain, water levels on rivers remain low, below alert level I.
As of 9am on September 26, Da Nang City had 497 fishing boats with 5,098 workers operating at sea. The City Border Guard has contacted all the boat owners and continues to call on boats to quickly find safe shelter.

At the meeting, the City Civil Defense Command said that there are still 8 communes and wards that have not approved disaster response plans according to risk levels, including: An Hai, Lien Chieu, Tam Anh, Thanh My, Nam Giang, Song Vang, Hung Son and Tan Hiep. The City People's Committee leaders requested these localities to sign and issue plans no later than 11:00 a.m. on September 27 and send them to the Department of Agriculture and Environment.
“Any commune that does not sign the decree must be responsible before the City People’s Committee. If damage occurs, the leaders from the secretary, chairman to the vice chairman of the commune in charge of flood and storm prevention will be held responsible,” Mr. Hung emphasized.
Storm prevention work for storm No. 10 must not be taken lightly, because the storm is still capable of changing direction. Even if it goes in the right direction as forecast, the storm will still affect Da Nang, at least causing strong winds at sea and along the coast, accompanied by heavy rain in the city. Therefore, sectors and localities must vigorously implement the signed plan and regularly inform people to proactively prevent it.

For ships, the border guards are assigned to monitor and communicate to ensure that no vehicles are in dangerous areas; anchoring in unsafe areas is strictly prohibited. Agencies, units, and schools must urgently secure their structures and assets. In case of negligence, allowing damage to occur, the agency or unit will be reviewed and must take responsibility for remedying the situation.
"Communes and wards are required to arrange forces to stand guard, put up warning signs on flooded roads or roads at risk of landslides, and absolutely not let people and students cross dangerous areas. Departments, branches, units, and localities must grasp the approved natural disaster prevention and control plans and, based on the situation and developments of natural disasters in the area, direct and deploy practical disaster response, minimizing damage," the Vice Chairman of the Da Nang City People's Committee requested.
