Da Nang agrees to invest and exploit Chu Lai Airport under the PPP method

Chu Lai Airport is currently operated and exploited by Vietnam Airports Corporation - ACV.

The People's Committee of Da Nang City has just sent Official Dispatch No. 710/UBND - STC to the Ministry of Construction regarding the Chu Lai Airport plan.

Accordingly, the People's Committee of Da Nang City agreed on the policy of investing and exploiting Chu Lai Airport and the Airport Economic and Urban Ecosystem under the PPP method according to the investment calling policy in Notice No. 40/TB-VPCP dated February 12, 2025 of the Government Office .

The People's Committee of Da Nang City requested the Ministry of Construction to report to the Prime Minister for consideration and assign the People's Committee of Da Nang City to be the agency to prepare the Pre-Feasibility Study Report on the investment and exploitation project of Chu Lai Airport and the Economic and Urban Ecosystem of the Airport to submit to the competent authority to decide on the investment policy in accordance with the law on investment under the PPP method in Document No. 1855/TTr-UBND dated March 10, 2025 of the People's Committee of Quang Nam province.

“The Ministry of Construction is requested to pay attention and promptly approve the adjustment of the detailed construction plan of Chu Lai Airport as a basis for implementing procedures to prepare for investment in the project of investing and exploiting Chu Lai Airport and the economic and urban ecosystem of the airport under the PPP method,” said Official Dispatch No. 710 of the People's Committee of Da Nang City.

Previously, in Submission No. 1855, the People's Committee of Quang Nam province (now the People's Committee of Da Nang city) proposed the Prime Minister to consider and assign the task to the People's Committee of Quang Nam province as the competent authority to develop the Pre-feasibility Study Report, submit it to the competent authority to decide on the investment policy of Chu Lai Airport Project in accordance with the provisions of law on investment under the PPP method.

At the end of November 2022, the People's Committee of Quang Nam province submitted to the Ministry of Transport (now the Ministry of Construction) the Project on socialization of investment and exploitation of Chu Lai Airport, Quang Nam province.

The project proposes to synchronously build at Chu Lai Airport a new runway measuring 3,048 x 45 m, a taxiway system (parallel taxiways, connecting taxiways), an aircraft parking lot (32 - 40 parking positions); invest in building a passenger terminal with a capacity of about 10 million passengers/year and synchronous technical infrastructure works (electricity supply, water supply, drainage, wastewater treatment, waste treatment, car parking...).

Chu Lai Airport will build a cargo terminal with a capacity of about 1.5 million tons of cargo/year. The total investment capital needed to "upgrade" Chu Lai Airport is about 11,000 billion VND, of which the investment in the airport area is about 3,500 billion VND; the parking area is about 1,000 billion VND; the civil aviation area is about 6,500 billion VND (not including the cost of site clearance according to regulations).
