On December 10, at the 18th Conference of the Da Nang City Party Executive Committee, delegates heard a report on the plan and roadmap for restructuring and streamlining the apparatus.
It is expected that the Da Nang City Party Executive Committee will summarize the work of streamlining and streamlining the apparatus before December 25; then complete and report to the Central Committee at the end of December 2024.
To keep up with the above progress, Head of the Organizing Committee of the Da Nang City Party Committee Doan Duy Tan said that the Committee is coordinating with relevant agencies to advise on the issuance of a master plan on arranging and organizing the staffing apparatus of the city's political system.
Specifically, the Party Committee and Party Executive Committee will end their activities; the Party Committee of the city's agencies, the Party Committee of the High-Tech Park and the city's industrial parks will be dissolved; two Party Committees of the blocs will be established (Party Committee of Party Agencies, mass organizations, People's Council and Justice; Party Committee of the City Government). At the same time, the advice will be given to end the activities of a number of Steering Committees of the city and districts; and a number of departments, branches and sectors will be reorganized. The advice is expected to be completed before December 20, 2024.
Speaking at the conference, Secretary of the Da Nang City Party Committee Nguyen Van Quang emphasized that while streamlining the apparatus, management staff must not neglect the tasks of implementing the Central Government's new policies and developing the city's socio -economy in 2025.
Party committees must not allow cadres to wait for placement, to withdraw, to fear conflict, to fear “losing votes”, or for cadres to take advantage of “polishing” their names and lobbying to get into positions after placement. Party committees must take responsibility for evaluating cadres and recommending cadres to the Party committee according to the management hierarchy.
According to the Secretary of the Da Nang Party Committee, the work of arranging and organizing the political system apparatus is a particularly important task, a "revolution" in streamlining the apparatus to create a qualitative change in the operations of political agencies, meeting the needs of the new period. Each agency and unit must be responsible for doing a good job of ideological work, advising on regimes and policies for cadres, party members, civil servants, public employees, and workers affected by the arrangement and organization of the apparatus; ensuring the rights of those being arranged and not causing negativity.
Party committees at all levels must proactively and immediately deploy the arrangement of focal points within each agency, unit, and organization in accordance with the situation and characteristics of the city. For the merged units, the Party Committee of the People's Committee of Da Nang City needs to assign the Chairman and Vice Chairman of the People's Committee of the City to directly preside, work, and coordinate with the heads of the merged agencies to unify the organization and personnel within.
At the same time, it is necessary to review and develop working regulations for new units and organizations; propose to cut procedures that are not in accordance with the law. The Da Nang City Party Committee strives to lead localities in implementing the Digital Transformation Project in Party agencies according to the Central's requirements in conjunction with the city's reality; assign the City Party Committee Office to advise and implement the Project in January 2025.
The conference agreed on the theme for 2025 as "The year focusing on streamlining the apparatus associated with cutting administrative procedures, effectively implementing urban government organization and specific mechanisms and policies to strongly promote economic growth".
The city aims for GRDP growth of over 10%, creating a premise for the 2025 - 2030 term. The total state budget revenue strives to exceed the central budget estimate by 10%. To achieve this goal, the Conference agreed to focus on tasks and solutions to promote growth from the first quarter of 2025.
The city continues to promote tourism development, adding new tourism products, bringing efficiency and high quality. Departments, branches and sectors will soon complete and put into use the Cam Le and Hoa Lien industrial clusters and complete investment procedures for Hoa Nhon Industrial Park in January 2025; urgently put into operation Software Park No. 2 (phase 1) in January 2025.../.
