Comrade Bui Thi Minh Hoai, Politburo member, Secretary of the Hanoi Party Committee, Head of the Hanoi City National Assembly Delegation, attended and directed the Congress. Attending the Congress were comrades: Tong Thi Phong, former Politburo member, former Permanent Vice President of the National Assembly of the Socialist Republic of Vietnam, former Secretary of the Son La Provincial Party Committee; Nguyen Huu Dong, member of the Party Central Committee, Deputy Head of the Central Internal Affairs Commission, former Secretary of the Son La Provincial Party Committee; Nguyen Kim Son, member of the Party Central Committee, Minister of Education and Training ; delegates representing leaders of central departments, ministries, branches, and organizations; representatives of the Party Committee of Military Region 2; representatives of Thanh Hoa, Lai Chau, and Dien Bien provinces.

Speaking at the opening of the Congress, comrade Hoang Quoc Khanh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized: "The 16th Provincial Party Congress is held at a time of special significance: Summarizing 5 years of implementing the Resolution of the 13th National Party Congress, 40 years of implementing the renovation process initiated and led by our Party (1986 - 2025), 35 years of implementing the Platform for national construction in the transition period to socialism (1991 - 2025), 5 years of implementing the Resolution of the 15th Provincial Party Congress (2020 - 2025) and towards the 130th anniversary of the founding of Son La province (October 10, 1895 - October 10, 2025)."

Over the past five years, despite many difficulties and challenges, with the timely and effective leadership and direction of the Party Central Committee, the National Assembly , and the Government; and the close coordination and support of the Central Committees, ministries, and branches, the Party Committee, the government, and the people of all ethnic groups in the province have united, made efforts, strived, and achieved important achievements in all fields.

With the motto "Solidarity, democracy, responsibility, creativity and development" , the 16th Provincial Party Congress has a very important task, which is: Summarizing and evaluating the situation and results of implementing the Resolution of the 15th Provincial Party Congress, setting out directions, goals, tasks and solutions for the 2025 - 2030 term; continuing to discuss and contribute opinions to the draft documents of the 14th National Congress of the Party; selecting comrades who are truly outstanding in terms of political qualities, intelligence, ethics, capacity, prestige, with a spirit of solidarity, creativity, determination and high responsibility to be elected to the Provincial Party Executive Committee for the 16th term, 2025 - 2030 term; selecting and electing the Provincial Party Delegation to attend the 14th National Congress of the Party, ensuring standards, structure and quantity.

During the last term, Son La province achieved many important achievements, the economy maintained stable growth with an average GRDP of 5.12%/year; GRDP per capita reached 61.8 million VND. The province focused on developing high-tech agriculture, becoming a center for processing agricultural products, milk, and fruits in the Northwest region; industry focused on processing and manufacturing, gradually reducing mining. Up to now, Son La has planned 2 industrial parks and 21 industrial clusters, of which 1 industrial park and 2 industrial clusters are in operation. Trade and services have developed strongly; 35 agricultural products have been put on e-commerce platforms, 17 products have been exported to 21 countries and territories. Tourism has made a breakthrough, with Moc Chau Tourist Area being recognized as a National Tourist Area, continuously winning the awards "Asia's Leading Natural Destination" and "World". In 2025, tourism is expected to welcome 5.3 million visitors, with revenue of 6,300 billion VND. Infrastructure has been invested in, with the Hoa Binh - Moc Chau expressway, the National Highway 6 bypass through Son La City, and the Na San Airport being socialized; 100% of roads to the commune center have been paved. Administrative reform has made a breakthrough, with the index always in the top 20 nationwide. Social security has been ensured, the province has eliminated more than 12,300 temporary houses, and the poverty rate has decreased to 7.89% in 2025. Politics and society are stable, national defense and security are maintained; foreign relations have expanded, especially with 9 provinces in Northern Laos. Party building and rectification, streamlining the apparatus, and preventing corruption have achieved positive results. The achievements have created a foundation for Son La to develop rapidly and sustainably in the coming period.

On behalf of the Presidium, Comrade Lo Minh Hung, Standing Deputy Secretary of the Provincial Party Committee, reported on the review of the leadership and direction of the Provincial Party Committee, term XV, 2020-2025. The report assessed the achievements and seriously reviewed the shortcomings and limitations in the leadership and direction of the Provincial Party Committee, term XV, and proposed solutions to focus on improving the leadership capacity and fighting strength of the entire Party Committee; building a clean and strong Party Committee.
