On the international side, there were Mr. Pambis Kyritsis - Secretary General of the World Confederation of Trade Unions; Mr. Ruben Torres - Secretary General of the Asean Trade Union Council (ATUC); Mr. Leth Xayyaphone - Member of the Central Committee of the Lao People's Revolutionary Party, President of the Central Committee of the Lao Federation of Trade Unions (LFTU); Mr. Chau Chan - Secretary of the Secretariat of the National General Confederation of Trade Unions of China; Mr. Ismael Drullet Perez, Standing Member of the National Secretariat of the Cuban Workers' Center....
Speaking at the opening of the Congress, Permanent Vice President of the Vietnam General Confederation of Labor Tran Thanh Hai said that the 13th Congress of the Vietnam Trade Union is an important political event, a great festival of the working class and the Vietnam Trade Union organization, discussing and deciding important issues of the workers', civil servants', laborers' movement and Trade Union activities.
Mr. Tran Thanh Hai stated that over the past 5 years, the Party and State have continued to pay much attention and issued many guidelines, policies and laws, especially Resolution No. 02 dated June 12, 2021 of the Politburo on "Innovation of organization and operation of Vietnam Trade Union in the new situation", creating favorable conditions for organization and operation of Trade Unions.

Along with the great changes in the country's socio-economic situation, the contingent of cadres, civil servants, public employees and workers continues to grow in quantity, quality is improved, actively competing in labor production, working to overcome all difficulties and challenges, especially during the Covid-19 pandemic, promoting the good qualities of the Vietnamese working class, making many direct and great contributions to the development of the country.
Carrying out the tasks set out by the 12th Congress of the Vietnam General Confederation of Labor, with a sense of responsibility, dynamism and creativity, trade unions at all levels continue to innovate in content and methods of operation to flexibly adapt to changes in practical situations; have new models, effective and widespread methods, recognized by union members, workers, Party committees, authorities and employers, continuing to affirm the important role of the Vietnam General Confederation of Labor in representing, caring for and protecting the legitimate and legal rights and interests of union members and workers, making worthy contributions to the cause of national development and innovation; truly being a reliable support for workers, a solid political and social foundation of our Party and State.
The Permanent Vice President of the Vietnam General Confederation of Labor emphasized: The 13th Congress of the Vietnam Trade Union has the task of objectively and comprehensively assessing the achieved results, pointing out the limitations and shortcomings, summarizing the lessons of the 2018 - 2023 term; inheriting the achievements of the past term, continuing to determine the goals, directions, tasks and solutions of the Trade Union organization in the next 5 years.
The Congress will also review the leadership of the Executive Committee of the Vietnam General Confederation of Labor, 12th term; amend and supplement the Charter of the Vietnam Trade Union; elect the new Executive Committee of the Vietnam General Confederation of Labor, consisting of members who are truly exemplary in political qualities, ethics, working capacity, have courage, intelligence, are always innovative, creative, dedicated, responsible, representing the will and aspirations of union members and workers, meeting the requirements of leadership, implementing the Resolution of the 13th Congress of the Vietnam Trade Union, contributing to the successful implementation of the Resolution of the 13th Congress of the Party.

According to the Standing Vice President of the Vietnam General Confederation of Labor, over the past nearly two years, there has been a widespread movement of union members and workers to welcome the Congress of Trade Unions at all levels and the 13th Congress of the Vietnam Trade Union. The program "1 million initiatives, efforts to overcome difficulties, creativity, determination to defeat the Covid-19 pandemic" has had nearly 830,000 workers, civil servants, and laborers participating, contributing more than 2 million initiatives, making a profit of more than 33,000 billion VND.
And, "in these days, millions of union members across the country are looking towards the Congress, studying the reports presented to the Congress, placing their full trust, placing high expectations and waiting for the Congress's decisions to strongly develop the Vietnam Trade Union in the new situation," said Mr. Tran Thanh Hai.
The 13th Congress of the Vietnam Trade Union is an important political event for the working class and laborers, opening a new development stage for the Vietnam Trade Union organization.
The congresses of trade unions at all levels and the 13th Congress of the Vietnam General Confederation of Labour are the first congresses held in one year. Trade unions at all levels have made many creative efforts in carrying out their tasks, overcoming many difficulties, with 110,081 grassroots trade unions holding congresses, 7,486 grassroots trade unions holding conferences, ensuring progress, creating the premise for the grassroots trade unions directly above to hold the congresses.
The congresses of trade unions at all levels and the 13th Congress of the Vietnam Trade Union are the first congresses to concretize the Development Strategy of the Vietnam Trade Union to 2030, with a vision to 2045 according to Resolution No. 02 dated June 12, 2021 of the Politburo on "Innovation of organization and operation of the Vietnam Trade Union in the new situation". The spirit of proactiveness, creativity, and responsibility to the country, union members, and workers is unified in the congresses of trade unions at the provincial, city, and industry levels and in the contents submitted to the 13th Congress of the Vietnam Trade Union, aiming to create a new position and strength of the Vietnam Trade Union.
With the spirit of "Innovation - Democracy - Solidarity - Development", the 13th Congress of the Vietnam Trade Union is a Congress that strongly shifts the focus of trade union activities, makes breakthroughs in developing union members, establishing grassroots unions, and continues to foster the cultural values of the trade union organization towards 100 years of the Vietnam Trade Union. The decisions of the Congress reflect the will and aspirations of union members, workers, civil servants, and laborers nationwide, and of trade unions at all levels, contributing to realizing the aspiration to develop a prosperous and happy country, the Permanent Vice President of the Vietnam General Confederation of Labor stated.
Next, the Congress listened to Party Central Committee member and President of the Vietnam General Confederation of Labor Nguyen Dinh Khang present a summary report of the Report of the Executive Committee of the 12th Vietnamized General Confederation of Labor to the 13th Congress of Vietnam Trade Unions.
The 13th Congress of the Vietnam General Confederation of Labor - an important political event of the working class, laborers and trade union organizations - took place at a time when union members and laborers across the country were striving to compete in labor production, together with the entire Party, people and army to successfully implement the Resolution of the 13th National Party Congress.

Affirming this, the President of the Vietnam General Confederation of Labor stated that, looking back at the past term, we are excited and proud of the results achieved, firmly believe in the bright future of the country, and we are more fully aware of our responsibilities in the face of the opportunities, challenges, and requirements placed on the Trade Union organization and the working class in the new development period.
The above spirit has been thoroughly grasped and specified in the draft title of the Report of the Executive Committee of the Vietnam General Confederation of Labor, term XII, submitted to the 13th Congress of the Vietnam Trade Union, which is: Innovating organization and operation, building a strong and comprehensive Vietnam Trade Union; focusing on performing well the role of representing and protecting the legitimate and legal rights and interests of union members and workers; building a modern and strong working class, contributing to realizing the aspiration to develop a prosperous and happy country.
Regarding the results of implementing the Resolution of the 12th Congress of the Vietnam Trade Union, Mr. Nguyen Dinh Khang said that in the past term, in the context of many unfavorable factors, especially the negative, direct, and prolonged impact of the Covid-19 pandemic on union members, workers, and trade union levels, promoting the tradition of the Vietnam Trade Union for nearly 95 years of accompanying the country, under the wise leadership of the Party, the support and coordination of state agencies, organizations in the political system, and employers, with the dynamism and responsiveness of the team of union officials, union members, and workers, trade union activities continued to have important changes, especially in performing the role of representing, caring for, and protecting the legitimate and legal rights and interests of union members and workers.
Trade unions at all levels, especially the Vietnam General Confederation of Labor, have proactively and actively innovated and improved the quality of participation in the development of policies and laws related to workers; discovered and proposed many recommendations and contributed ideas to the development of laws to better care for and protect the rights of workers, made valid recommendations at the National Wage Council, contributing to increasing the regional minimum wage by 25.34% compared to the beginning of the term.
Advised on the successful organization of the annual Prime Minister's Dialogue with Workers Program, the "Workers' Forum" chaired by the National Assembly Chairman, and thematic meetings between National Assembly deputies and workers, civil servants, and laborers, contributing to solving many issues of concern and concern for workers and laborers; an important channel for perfecting policies and laws.
During the Covid-19 outbreak, trade unions at all levels have deployed many propaganda and mobilization solutions; coordinated production organization according to the "3 on-site" and "one route, two destinations" models; issued 5 policies to support union members, workers and children of workers affected by Covid-19, supported frontline forces with a total amount of nearly 6 trillion VND with 10 million workers benefiting; participated in proposing, coordinating the organization, implementation and supervision of the implementation of the Government's support packages for workers and businesses.
The propaganda of the Party's guidelines and policies, the State's laws and policies among union members and workers has many innovations in content and form, especially the wide application of digital technology. Union members and workers actively study and follow Ho Chi Minh's ideology, morality and style, many typical examples and effective models have appeared, contributing to the growth of each agency, unit and enterprise.
The annual "Workers' Month" is widely deployed, focusing on the grassroots with many practical programs and activities, becoming an important highlight, having a spreading power, creating strong motivation and inspiration for workers nationwide, contributing to strengthening the relationship between the Party, the State and the working class and the working masses...

In particular, according to Mr. Nguyen Dinh Khang, the work of protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints has been widely implemented, contributing to reducing acts of sabotage against the Vietnam Trade Union, the Party and our State regime. The work of developing union members, establishing grassroots unions, building strong union organizations, participating in building the Party, the State and the political system has achieved many results...
At the solemn session this morning, after listening to presentations from representatives of Trade Unions at all levels in provinces, cities, departments, ministries, branches, agencies, units... across the country, General Secretary Nguyen Phu Trong delivered a speech directing the continued building of the working class and the Vietnamese Trade Union organization to be increasingly strong and comprehensive, worthy of being the pioneering force in the cause of innovation, construction and protection of the country.
Next, the Presidium received instructions from the Party and State leaders and received congratulatory flowers from the World Federation of Trade Unions...
On the same afternoon, the Congress will continue its work: Presenting the personnel plan for the Executive Committee of the 13th General Confederation of Labor; guiding the discussion on personnel in the delegations; discussing in groups the standards and personnel of the Executive Committee of the 13th Vietnam General Confederation of Labor.
