Ensuring dyke safety on Cau River, Thuong River, and Ca Lo River

On the afternoon of October 11, the Minister of Agriculture and Environment issued Official Dispatch No. 7773/CD-BNNMT to the Chairmen of the People's Committees of the provinces and cities of Hanoi, Thai Nguyen, and Bac Ninh regarding ensuring the safety of dikes on the Cau River, Thuong River, and Ca Lo River.

Accordingly, the flood on Cau River, Thuong River, and Ca Lo River has peaked and is receding (in which the water level of Cau River is receding quite quickly, the water level of Thuong River is receding slowly) but is still at a high level above alert level 3. The dike system has had 52 incidents, including many serious landslides that caused unsafe flood protection of the dike when the flood began to recede (such as the landslide incident on the left dike slope of Cau sections K6+900- K7+150, K9+450-K9+550, ...); the dike lines have been submerged in water for many days, there is a very high risk of continued landslides and efflorescence incidents.

To ensure the safety of dykes, the Minister of Agriculture and Environment requested the Chairman of the People's Committee of the above provinces and cities to direct relevant agencies and units to continue to focus on directing, inspecting, monitoring, urging and patrolling on dykes to promptly detect and handle incidents that occur from the first hour.

Provinces and cities must strictly carry out the work of patrolling and guarding the dikes, promptly inspect and rectify the dikes that the dike patrolling and guarding forces have not performed in accordance with regulations (fully responsible before the law if the safety of the dike system is compromised due to failure to patrol and guard the dikes in accordance with the law); mobilize all resources to promptly complete the handling of the first hour of incidents that have occurred, ensuring the safety of the dikes. At the same time, maintain forces, prepare materials, vehicles, machinery and equipment to protect the dikes when incidents and situations arise.

Localities control motor vehicles on dikes according to regulations, absolutely do not allow motor vehicles to enter dike areas with incidents (except vehicles serving dike protection work and other priority vehicles).
