(PLVN) - At the regular press conference of the fourth quarter of the Ministry of Industry and Trade, many questions related to new proposals on policies related to retail electricity prices were answered by the Ministry of Industry and Trade.

On January 7, 2025, at the regular press conference of the fourth quarter of the Ministry of Industry and Trade, responding to the press about the proposal to shorten the cycle of adjusting the average retail electricity price, Mr. Nguyen Quang Minh - Head of the Electricity Market Department (Electricity Regulatory Authority, Ministry of Industry and Trade) said that currently the cycle of adjusting the average retail electricity price is at least 3 months.

The Electricity Regulatory Authority has proposed to shorten the adjustment cycle to 2 months and is seeking opinions from many units, especially those affected. If necessary, there may be time to assess the impact when adjusting the cycle of average retail electricity prices to 2 months.

At the same time, Mr. Nguyen Quang Minh added that after synthesizing opinions, the Electricity Regulatory Authority will report to the Ministry of Industry and Trade to advise on the most suitable mechanism at present and in the near future.

Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan added that the proposal to change the average retail electricity price adjustment cycle is a market issue. Therefore, there will be many contents that need further research. The Ministry of Industry and Trade has requested the Electricity Regulatory Authority to conduct research and clearly evaluate the impact of adjusting retail prices every 2 months and every 3 months to compare and find the most reasonable direction possible.

Regarding the implementation of the two-component electricity price mechanism, Mr. Minh said that previously, according to the consulting unit for Vietnam Electricity Group (EVN), the ideal time to apply the two-component electricity price mechanism was from January 1, 2025. However, this option has not been applied yet. According to Mr. Minh, EVN has reported to the Department, but this is a new mechanism in Vietnam, which has a great impact on all customers. Therefore, the Department is asking EVN to collect data and assess the impact before making any proposals.

"The Ministry of Industry and Trade will report to the competent authority for permission to apply with a roadmap. It certainly cannot be applied uniformly to all subjects," said Mr. Minh.

Regarding EVN's proposal to build a nuclear power plant in Ninh Thuan , Deputy Minister Nguyen Sinh Nhat Tan said that the Ministry of Industry and Trade supports the assignment of EVN as the investor of the Ninh Thuan nuclear power plant project.

Mr. Bui Quoc Hung - Deputy Director of the Department of Electricity and Renewable Energy added that the Ministry of Industry and Trade has also submitted a proposal for a number of tasks to soon implement the Ninh Thuan nuclear power project.

Specifically: Add Ninh Thuan 1&2 nuclear power plants to the revised Power Plan VIII; consider assigning EVN as the investor of the above projects; allow EVN to immediately deploy the appointment of consultants, review and adjust the pre-feasibility study of the project; report to the competent authority for the policy of re-negotiating to sign adjustments to the agreement with the partners that have been implemented before.
