Applying 2-component electricity price for large electricity-using customers from the beginning of 2026

In the initial phase, the two-component electricity price will be applied to large customers. Then, when widely deployed, the peak and off-peak electricity price will ensure more fairness.

Implementing Resolution No. 70-NQ/TW recently issued by the Politburo on ensuring national energy security until 2030, with a vision to 2045, the Ministry of Industry and Trade said it will continue to accelerate the application of two-component electricity prices, as stipulated in Article 50 of the Electricity Law (amended) 2024 and Decree No. 146/2025/ND-CP of the Government.

According to the report of the Electricity Department, the two-component electricity price is the price structure to be paid for the registered capacity and the actual electricity used. This is different from the current price mechanism which is sold according to a component of electricity consumption, that is, calculated according to the actual amount of electricity used. The current application of the ladder method of calculating electricity prices only reflects the amount of electricity consumed and does not reflect the true nature of the electricity price for each subject.

Mr. Nguyen Anh Tuan, General Director of Vietnam Electricity Group (EVN) proposed that in the immediate future, the subject of application should only be considered for large production customers with electricity consumption of 200,000 kWh/month or more, connected to a voltage level of 22 kV or more (the customer group that is subject to the direct power purchase mechanism - DPPA according to regulations), not yet applied to residential customers because they have to invest in replacing the entire metering system.

Researching and converting the electricity retail price mechanism from 1 component (according to electricity consumption) to 2-component electricity retail price (according to capacity price and electricity price) is necessary and appropriate to collect correctly and fully the costs of the electricity industry (including costs of using electricity industry infrastructure and electricity costs).

This creates transparency and fairness among electricity customers. However, this is a method that has never been applied in Vietnam, and will fundamentally change the electricity industry and electricity prices, so it takes time to research, build and evaluate the specific and thorough impact.

Working with units on the two-component electricity price mechanism (capacity price and electricity price) according to the provisions of the Electricity Law, the Minister of Industry and Trade agreed to initially apply it to groups of customers with large electricity consumption, starting from January 1, 2026.

The Electricity Authority shall preside over and coordinate with EVN and relevant units to review and complete the two-component electricity price project in a scientific and feasible manner, learning from international experience, and submit it to the Ministry's leaders and competent authorities before October 15; assess the project's impact, provide full information, and report to the Government.

EVN plays a leading role, proposing a method for building a price framework, ensuring the principle of correctly calculating, fully calculating, and calculating all costs in the process of electricity production and business, including transmission costs.

From now until December 31, two invoices will run in parallel, one according to the current mechanism for actual payment, one according to the two-component mechanism for customers to refer to and self-adjust.
