Ministry of Industry and Trade discusses two-component electricity price mechanism, aiming to implement from January 1, 2026

On the afternoon of September 8, Minister of Industry and Trade Nguyen Hong Dien chaired a working session with units under the Ministry, along with leaders of Vietnam Electricity Group (EVN) and Power Corporations, focusing on discussing the two-component electricity price mechanism.

This is an important step in implementing the Electricity Law and Resolution 70-NQ/TW of the Politburo on ensuring national energy security until 2030, with a vision to 2045, aiming to apply from January 1, 2026 to large electricity customers.

According to Minister Nguyen Hong Dien, Resolution 70-NQ/TW of the Politburo has assigned many tasks and solutions to the Government, the Ministry of Industry and Trade and relevant ministries and branches, aiming to ensure national energy security until 2030, with a vision to 2045. Based on Resolution 70-NQ/TW, the Ministry of Industry and Trade is drafting a Resolution of the Government, expected to be submitted before October 20.

One of the important contents emphasized is to accelerate the application of two-component electricity prices according to Article 50 of the Electricity Law (amended, 2024) and Decree No. 146/2025/ND-CP. This mechanism includes capacity price and electricity price, different from the current one-component mechanism, which only calculates the amount of electricity used. The new calculation method accurately reflects the nature of electricity use of each customer, creating transparency and fairness.

At the meeting, Mr. Nguyen Anh Tuan - General Director of Vietnam Electricity Group (EVN) reported on the research and development process of the 2-component electricity price mechanism, proposed conditions and roadmap for application. In the immediate future, the mechanism will be applied to large production customers with consumption output of 200,000 kWh/month or more, connected to voltage level of 22 kV or more. Household customers are not yet eligible for this mechanism due to the need to invest in replacing the entire metering system.

The conversion of the mechanism from a single-component retail price to a two-component one is necessary to collect the correct and sufficient cost of electricity supply, including infrastructure costs and electricity costs, and at the same time accurately reflect the electricity usage of customers. However, this is a new mechanism in Vietnam, so it needs to be carefully researched, developed and assessed for its impact.

Opinions at the meeting also focused on the legal basis, implementation subjects and communication coordination work to help customers understand and adjust their electricity usage behavior when applying the two-component electricity price.

Concluding the meeting, Minister Nguyen Hong Dien emphasized the need to soon implement this mechanism, initially applying it to large electricity customers from January 1, 2026. The Minister acknowledged that EVN and units under the Ministry have seriously implemented the directive and fully prepared the conditions for implementation.

For effective implementation, the Ministry of Industry and Trade directs relevant units to coordinate in reviewing and completing the 2-component electricity price project, assessing the impact and submitting it to the Ministry's leaders before October 15, 2025. At the same time, the units will review and propose amendments to Decision No. 14/2025/QD-TTg and develop a Circular amending Circular 16, ensuring the principle of correctly and fully calculating electricity costs, including transmission costs. At the same time, relevant agencies continue to advise the Government on deciding on the group of subjects applying the 2-component electricity price mechanism, hiring consultants to build transparent operating software, to be completed before October 20, 2025. In the period from now to December 31, two bills will be run in parallel, one according to the current mechanism for actual payment, one according to the 2-component mechanism for customers to refer to and adjust their electricity usage behavior.

In addition, the Ministry of Industry and Trade requested EVN to proactively hire consultants and build management software for smooth operations, and at the same time, implement a communication plan from September 15, providing information on the Electricity Law, Resolution 70-NQ/TW, the draft Resolution of the Government, and comparing electricity prices in the region and internationally. In the initial phase, the mechanism will be applied to large customers. Later, when widely deployed, electricity prices according to peak and off-peak hours will be more fair.

The Ministry of Industry and Trade also requested that news agencies and newspapers actively coordinate to propagate and help customers understand the necessity of applying the two-component retail electricity price mechanism, and at the same time manage and adjust electricity usage behavior appropriately when implementing it in practice.
