Set target of disbursing 100% public investment capital by 2025

On the morning of September 17, Vice Chairman of Lam Dong Provincial People's Committee Vo Ngoc Hiep, along with leaders of departments, branches and Project Management Boards of the province attended the Government's National Conference on promoting public investment in 2025 at the Provincial People's Committee.

The conference was held in person and online, under the chairmanship of Prime Minister Pham Minh Chinh and Deputy Prime Ministers: Ho Duc Phoc, Le Thanh Long and Bui Thanh Son.

At the Conference, the Ministry of Finance reported on the disbursement of the state budget investment plan in 2025. Accordingly, it is estimated that by August 31, 2025, the whole country has disbursed 409,174 billion VND, reaching 46.3% of the plan assigned by the Prime Minister. Compared to the same period in 2024, the progress of public investment disbursement this year has shown more positive signs, especially in localities and national target programs.

Specifically, the disbursement of central budget capital reached about VND 131,773 billion, equivalent to 32.2% of the plan (lower than the level of 41% in 2024). Meanwhile, localities have disbursed about VND 277,400 billion, reaching 58.3% of the plan (higher than the level of 40% in 2024).

Capital for three national target programs was also disbursed at a rate of 52.4%, equivalent to VND 12,827 billion (higher than the 43.4% rate of 2024).

According to statistics from the Ministry of Finance, in the first 8 months of the year, 8 ministries, central agencies and 22 localities achieved an estimated disbursement rate equal to or higher than the national average. However, there are still 29 ministries, ministerial-level agencies and 12 localities with disbursement rates lower than the average, including Lam Dong province.

The report also pointed out the causes of difficulties in disbursing public investment capital, including: Mechanisms, policies and procedures still have shortcomings and are cumbersome, causing delays; site clearance progress is still slow, affecting construction progress; some investors and project management boards still lack experience and capacity; coordination between relevant agencies and units is not synchronous and lacks determination; capital allocation is still delayed, and procedures for adjusting capital plans are still cumbersome.

Speaking at the Conference, Vice Chairman of Lam Dong Provincial People's Committee Vo Ngoc Hiep said that Lam Dong province has recently focused public investment capital on transport infrastructure projects, high-tech agricultural development programs, tourism and forest protection.

Comrade Vo Ngoc Hiep said that, in addition to the common causes mentioned by the Ministry of Finance, there are 3 specific problems of Lam Dong province: The merger of district-level administrative units of 3 provinces requires reorganizing the local government apparatus, especially the Project Management Boards, which is time-consuming.

Problems related to planning for mineral exploration, exploitation and processing in Lam Dong province are slow to be resolved due to waiting for the Mineral Law to take effect (July 1, 2025).

The lack of earth resources also makes it difficult for projects, and the mechanism to handle this problem will have to wait until July 1, 2025, to have clear regulations.

To overcome these difficulties, comrade Vo Ngoc Hiep also reported that Lam Dong Provincial Party Committee has established a Steering Committee to implement key projects and works of the province and clear the land for the high-speed railway project passing through Lam Dong province. The Provincial People's Committee has also assigned specific tasks to each leader of the Provincial People's Committee to focus on managing to overcome difficulties and promote the progress of each project.

The Provincial People's Committee also held a conference with the Project Management Boards to specifically identify the difficulties and obstacles of each project to focus on resolving them, especially in site clearance.

Lam Dong province is currently allocated more than 5 trillion VND in capital from the central budget for the three expressway projects Tan Phu - Bao Loc, Bao Loc - Lien Khuong and Gia Nghia - Chon Thanh. With drastic solutions in recent times to remove obstacles and complete procedures, the Vice Chairman of the Provincial People's Committee said that the province strives to disburse all the capital by the end of the year.

At the same time, he also said that in the last months of the year, the weather in the Central Highlands region will be more favorable as the dry season begins, and the province will be determined to complete the task of disbursing public investment capital in the last months of the year.

Concluding the Conference, the Prime Minister emphasized: by 2025, we aim to disburse 100% of public investment capital. This is the seed capital, which has an impact, activates, and leads social resources to stimulate development. Therefore, we must promote public investment more drastically, strongly, and effectively.

On that basis, the Prime Minister requested that each comrade, each unit and locality need to look back to see whether they have acted resolutely and responsibly in the past time in order to have solutions to promote public investment more effectively.
