On cyberspace

Clause 3, Article 2 of our country's Law on Cyber ​​Security defines: Cyberspace is a network of information technology infrastructure connections, including telecommunications networks, the Internet, computer networks, information systems, information processing and control systems, and databases; it is a place where people perform social behaviors without being limited by space and time.

With such a modern flat world , it creates many benefits for countries and peoples around the world, but also brings great challenges. Vietnam, in the group of countries that enjoy many of its benefits, also faces many challenges. Specifically, in addition to being attacked by cyber attacks; online fraud, gambling, gambling organization, prostitution, arms and drug trafficking, etc. are developing rapidly, there is also the situation of defamatory information, slander, insulting human dignity, violating traditional customs and traditions, etc. In particular, hostile forces take advantage of propaganda to distort, exaggerate, and distort pressing domestic issues; create false information to disrupt the media, cause doubts among the masses, gradually create instability, and eventually form anti-government protest trends.

To serve this purpose, reactionary organizations have set up thousands of websites, blogs, Facebook accounts, Youtube accounts... to increase "psychological warfare" campaigns; launch hundreds of campaigns to spread fake news and untrue information on the internet; take advantage of the cover of "civil society" and "social criticism" to collect information, gather opposition forces, promote "civil disobedience" in the country, distort internal divisions, and propagate against the Party and the State.

Typical distortions

The terrorist attack on two communes Ea Ktur and Ea Tieu, Cu Kuin district, Dak Lak province is a typical case. Many articles and clips distorting the truth posted by them on websites, blogs, Facebook accounts, Youtube... Among them, VoA has an article: "Violence in Dak Lak..."; then "Montagnards attack the government...", quoting two cases in the US named Y Phic and Aga - members of the reactionary organization "Montagnards for Justice". He distorted the truth that, of the more than 70 cases arrested in the terrorist attack in Dak Lak, "most of them were innocent people", "the government arrested whoever they suspected or hated"!?.

All the above articles and clips were posted on the internet at a time when people across the country were indignant about Dak Lak, sharing the pain and loss when many police officers and soldiers passed away. With the hope that the authorities would find the culprits, one of the people commented under the article: "16 people arrested in the attack on the police station in Dak Lak" on the VnExpress page: "Disregard for the law, brutal actions, requesting the authorities to severely punish. My condolences to the families of the soldiers and people who died."

The subjects arrested in the terrorist attack in Dak Lak were all directly related to the deaths of officers and soldiers. If they were not arrested, how could the case be investigated and solved? Any country in that situation would have to do the same to ensure national security. Certainly, Y Phic and Aga, as well as all the writers of the above articles, living in civilized America, also know that. However, they deliberately said and wrote falsehoods, which are bad elements, hostile or mentally ill.

Similarly, in the case of “Rescue Flight”, the Hanoi People’s Court has just held a first-instance trial of 54 defendants prosecuted for the crimes of “Giving bribes”, “Receiving bribes”, “Brokering bribes”, “Fraudulent appropriation of property” and “Abusing position and power while performing official duties”. Viet Tan has an article: “The concept of “thank you” is swapped in the “rescue flight” case surrounding the self-defense in court of former Deputy Minister of Foreign Affairs To Anh Dung, who was accused of accepting a bribe of 21.5 billion VND in the case. Reading through this article, there is nothing worth mentioning, but thinking back, I see a very sinister intention, inciting and luring people into making comments against the Party and the State of Vietnam. “It turns out that the Communist Party only selects “slow-developing” people to give power…”, one of the people commented against our Party under the article. However, there are also intelligent and profound comments such as: “He (Mr. Dung) is not aware, that is his business, he will have time to sit down and reflect on it. As for the law, this is a criminal offense, and if you commit a crime, you must be severely punished, it is the same in any country.”

In addition to the above cases, it is impossible not to think of the disturbances in some places across the country in 2018, including Binh Thuan. At that time, the whole country was implementing the draft Law on Special Economic Zones and the Law on Cyber ​​Security. Reactionary elements not only tried to spread bad and toxic information on cyberspace, but also directly lured and incited people to oppose the Party and the State. Many people mistakenly believed it was true or did not fully understand the issue, so they followed them, causing unfortunate consequences.
