Contribute to the development of the Law on Digital Transformation and the Law on Planning (amended)

On the afternoon of October 21, the Provincial Union of Science and Technology Associations held a workshop to consult, comment and give opinions on two draft laws submitted to the 10th Session of the 15th National Assembly, including: Law on Digital Transformation (replacing the current Law on Information Technology) and Law on Planning (amended).

Attending the workshop were leaders of the Provincial Lawyers Association; representatives of the Provincial Fatherland Front Committee; leaders of the Provincial Union of Science and Technology Associations; Department of Culture, Sports and Tourism and a number of related departments and branches.

At the workshop, delegates unanimously assessed that the promulgation of two draft laws is an objective and urgent requirement, aiming to institutionalize the Party's policies and guidelines on institutional breakthroughs, science and technology development, innovation and national digital transformation; at the same time, removing legal barriers in management, socio -economic development and planning of regional and provincial development space.

Contributing to the draft Law on Digital Transformation, delegates said that it is necessary to carefully review the wording, because the current document still has many grammatical errors, inconsistent terminology, duplicated content or lengthy expressions. Opinions suggested that the drafting agency review and streamline the wording to make it easier to understand and implement, unify the use of terminology throughout, add new concepts such as "digital platform", "digital ecosystem", "digital citizen", "open data"; clarify the responsibilities between agencies and units in protecting personal data, sharing information and managing digital infrastructure.

Along with that, the delegates also said: "The Law on Digital Transformation needs to be standardized in terms , system of concepts, clarifying the rights, obligations and responsibilities of participating entities, and at the same time, there needs to be a mechanism to monitor and evaluate the effectiveness of national digital transformation to ensure consistency and feasibility when the Law is promulgated. In addition, the delegates suggested that it is necessary to supplement preferential policies and support digital transformation for small and medium-sized enterprises, social organizations, and educational institutions, contributing to promoting the implementation of the Law in economic and social life.

Regarding the draft Law on Planning (amended), delegates highly appreciated the spirit of innovation, but emphasized the need to continue to perfect the decentralization mechanism, shorten the process, clearly define the time limit and responsibilities of each agency. Build a unified national planning data system, integrated with land, public investment and population data, towards a transparent and modern "digital planning" platform.

The comments will be compiled and sent to the Provincial National Assembly Delegation to report to the National Assembly Standing Committee for consideration and revision of the two draft laws before submitting them to the National Assembly for discussion and approval at the 10th Session of the 15th National Assembly.
